India–Israel Defence Relations: Strategic Ties, Challenges & Way Forward

Context: An Amnesty International report alleged that India exported over 2,500 military equipment shipments and components to Israel since the Gaza conflict began, reviving debate over balancing strategic interests, ethical responsibilities and diplomatic commitments.

Background- India–Israel Defence Relations

  • Strategic Partnership: India established full diplomatic relations with Israel in 1992, and defence cooperation has since emerged as a key pillar of bilateral ties.
  • Kargil War (1999): Israel provided critical military supplies, including ammunition, UAVs and precision-guided weapons during the Kargil conflict, strengthening mutual trust.
  • Major Defence Cooperation: Israel supplies drones, missile systems, radar, surveillance equipment, electronic warfare systems and precision-guided munitions, making it one of India’s leading defence partners.
  • Make in India Collaboration: Defence ties have evolved from a buyer–seller relationship to joint manufacturing, technology transfer and co-development through partnerships between Indian and Israeli defence companies.

Why are India–Israel Defence Ties Important?

  • Defence Modernisation: Israeli technologies strengthen India’s military capabilities in border surveillance, air defence, intelligence and precision warfare.
  • Technology Transfer: Israel has been more willing than many countries to share advanced defence technologies and support indigenous manufacturing.
  • Strategic Diversification: Israel helps India diversify defence imports and reduce excessive dependence on any single supplier.
  • Defence Indigenisation: Joint ventures support Make in India, enhance domestic manufacturing capacity and promote defence exports.

Concerns over Continued Defence Cooperation

  • Ethical Concerns: Continued military cooperation during the Gaza conflict has raised questions regarding India’s commitment to international humanitarian law and human rights.
  • Diplomatic Balancing: Defence exports to Israel may complicate India’s long-standing support for the Palestinian cause and its relations with West Asian countries.

  • Long-Term Strategic Partnership: Defence cooperation extends beyond arms purchases to innovation, research, cyber security, artificial intelligence and joint production.
  • Strategic Autonomy: India’s foreign policy is based on independent decision-making, allowing engagement with multiple partners without aligning with any bloc.

India’s Balanced West Asia Policy

  • Support for Two-State Solution: India continues to support a negotiated two-State solution for resolving the Israel–Palestine conflict.
  • Balanced Diplomacy: India maintains strong strategic relations with Israel, while simultaneously strengthening partnerships with Saudi Arabia, the UAE, Qatar and other Gulf countries.
  • Humanitarian Assistance: India has repeatedly supported humanitarian relief efforts and called for dialogue, ceasefire and protection of civilians.

Way Forward

  • Preserve Strategic Autonomy: Defence cooperation should continue to be guided by India’s national interests while maintaining an independent foreign policy.
  • Strengthen Export Oversight: Defence exports should comply with international law, export control mechanisms and end-use monitoring.
  • Diversify Defence Partnerships: India should continue expanding defence cooperation with multiple countries to strengthen supply-chain resilience.
  • Promote Indigenous Capability: Greater investment in research, innovation and domestic defence manufacturing will reduce external dependence.
  • Sustain Balanced Diplomacy: India should continue engaging constructively with both Israel and Palestine, while supporting peace, humanitarian relief and regional stability.
