Indian Democracy at 80: Challenges, Institutions and the Path to Renewal

GS II: Government policies and interventions for development in various sectors and issues arising out of their design and implementation.

Context: As India enters its 80th year of Independence, the article calls for an objective assessment of India’s democratic journey.

  • Despite achievements in science, technology, defence, nuclear capability and economic growth, concerns remain over the quality of substantive democracy.

Major Democratic Concerns

  • Erosion of Fraternity: Rising communal discord, social disparities and exclusion have weakened the constitutional ideal of fraternity.
  • Concentration of Power: Arrogance of power, institutional overreach and strained Centre-State relations pose challenges to constitutional governance and federalism.
  • Electoral Concerns: Influence of money, muscle power and bureaucracy can undermine voter autonomy and electoral integrity.
  • Majoritarianism: Democracy cannot be reduced to electoral majorities; it must protect justice, freedom and human dignity.

Concerns over Constitutional Institutions

  • Judiciary: Delays, prolonged incarceration, bail-related concerns and the functioning of the collegium system have affected perceptions of judicial credibility.
  • Parliament: Declining informed deliberation and shifting political loyalties have weakened Parliament’s role as a forum of representative democracy.
  • Election Commission: Growing public concerns about its functioning underline the need to preserve electoral credibility and institutional trust.
  • Media: Increasing partisanship and agenda-driven journalism have weakened the media’s role as a democratic watchdog.

Citizenry and Democratic Decline

  • Citizen Apathy: Democratic decline is not attributable only to political parties or institutions; public indifference to constitutional violations also contributes to democratic erosion.
  • Participatory Democracy: Amartya Sen’s idea of democracy as government by discussion requires active and informed citizen participation.
  • Social Responsibility: Political culture reflects societal values; tolerance of injustice, inequality and violence can weaken democratic institutions.

Constitutional Morality and Renewal

  • Political Morality: Democracy requires ethical politics, where constitutional principles prevail over narrow identities and short-term power interests.
  • Inclusive Society: Justice, equality, dignity and fraternity must remain central to democratic governance.
  • Citizen-Centric Democracy: The constitutional vision of “We, the People” places responsibility on citizens to resist injustice and protect democratic values.

  • Hannah Arendt: The idea of the “banality of evil” highlights the dangers of ordinary citizens becoming indifferent to injustice.
  • Amartya Sen: Democracy depends on participatory living and government by discussion.
  • Frantz Fanon: Each generation must “discover its mission” and either fulfil or betray it.

Way Forward

  • Strengthen Institutions: Preserve the independence, accountability and credibility of constitutional institutions.
  • Deepen Federalism: Respect constitutional jurisdictions and strengthen Centre-State cooperation.
  • Electoral Reforms: Reduce the influence of money and muscle power and enhance electoral transparency.
  • Revive Deliberative Politics: Restore Parliament as a space for informed debate and consensus-building.
  • Responsible Media: Strengthen media ethics, factual reporting and editorial independence.
  • Active Citizenship: Promote constitutional literacy, civic participation and democratic accountability.
  • Uphold Constitutional Morality: Place justice, liberty, equality and fraternity above narrow political interests.
