Context: India is undergoing rapid urbanisation, with the urban population expected to reach 40% by 2030, creating new opportunities but also intensifying governance and social challenges.

• Urban Governance Gap: Rapid urbanisation has outpaced institutional capacity; municipal bodies remain heavily dependent on State governments.
• Weak Local Governance: Despite the 74th Constitutional Amendment, many cities lack empowered mayors and adequate financial autonomy.
• Urban Inequality: Gated communities, slums and unauthorised colonies reflect growing spatial and socio-economic divisions.
• Social Tensions: Competition over land, water and jobs, combined with segregation and limited public spaces, can deepen social polarisation.
• Precarious Urban Life: Gig work, rising rents, congested housing and insecure livelihoods create new vulnerabilities, particularly for youth and migrants.
• Infrastructure Deficit: Air pollution, waste management, public transport and basic services remain major urban challenges.
