Vulture Electrocution in India: The Emerging Threat from Power Infrastructure

Context: India’s vultures, once devastated by veterinary NSAIDs, now face an emerging threat from unsafe power infrastructure. With vultures still occupying only around 50% of historic nesting sites, electrocution could further undermine their fragile recovery.

Vulture Population Crisis

  • Historic Decline: India’s vulture population fell by nearly 99.5% by 2007 from around 4 crore in the 1980s.
  • Most Affected Species: White-rumped, Indian and slender-billed vultures were pushed close to extinction.
  • Primary Cause: Diclofenac, a veterinary painkiller, caused fatal kidney failure when vultures fed on treated livestock carcasses.
  • Regulatory Response: India banned veterinary diclofenac, followed by restrictions on aceclofenac and ketoprofen and other harmful NSAIDs.
  • Incomplete Recovery: A 2025 official survey indicated vultures were nesting at only 50% of their historic nesting sites.

  • Medium-voltage Danger: Electrocution is not restricted to high-voltage lines; Egyptian vultures and steppe eagles have also been electrocuted on medium-voltage infrastructure.
  • Local Extinction: Persistent electrocution mortality can potentially drive local vulture populations to extinction.
  • Preventive Opportunity: Separating feeding sites from electrical infrastructure offers a relatively inexpensive intervention.

Monitoring And Regulatory Gaps

  • Under-Reporting: Avian electrocution is likely under-documented, as carcasses may be removed by people or scavenged.
  • Invisible Mortality: Lack of systematic monitoring can prevent authorities from identifying electrocution hotspots.
  • Infrastructure Expansion: Rapid growth of power infrastructure increases the need to integrate wildlife safety into power planning.
  • Fragile Populations: Even relatively small additional mortality can have disproportionate effects on slow-recovering vulture populations.

Power-Sector Mitigation

  • Safe Feeding Sites: Locate carcass and vulture feeding areas away from high-risk electrical infrastructure.
  • Insulated Conductors: Insulate exposed conductors, particularly in identified bird-mortality hotspots.
  • Safer Spacing: Increase the distance between energised and grounded components to prevent birds from bridging them.
  • Safe Perches: Install dedicated bird-safe perching structures away from dangerous electrical components.
  • Retrofitting: Prioritise vulnerable existing lines rather than relying only on new-project safeguards.
  • Hotspot Mapping: Use field surveys, carcass records and radio-tagging to identify high-risk locations.

  • Chemical Regulation: Continue strict monitoring of veterinary NSAIDs harmful to vultures.
  • Habitat Protection: Protect nesting and roosting sites from disturbance and habitat degradation.
  • Safe Carcass Management: Establish scientifically designed vulture feeding zones away from hazardous infrastructure.
  • Landscape Planning: Integrate avian-safety assessments into power-transmission and distribution planning.
  • Community Participation: Engage local communities in reporting electrocution incidents and protecting nesting sites.

Way Forward

  • Bird-safe Infrastructure: Make avian-safe design standards an integral part of electricity infrastructure planning.
  • Risk-based Retrofitting: Prioritise insulation and modification of power lines located near vulture habitats and feeding sites.
  • Scientific Monitoring: Establish systematic mortality surveillance and population monitoring.
  • Cross-sector Coordination: Improve coordination among forest departments, power utilities, local bodies and conservation organisations.
  • Evidence-based Regulation: Use data on electrocution hotspots and bird movements to guide infrastructure modification.
  • Preventive Conservation: Address electrocution before mortality reaches population-threatening levels.
