Context: India’s data center expansion is attracting billions in investment, but rising electricity and water demand, transmission bottlenecks, and heat generation are straining already stressed resources.

About Data Centers

  • Data centers are specialised facilities that house servers, storage systems, networking equipment and cooling infrastructure required to store, process and transmit digital data.

Geographical Distribution of Data Centers Globally: 

  • North America: The largest concentration of data centers, led by the United States, with major hubs in Northern Virginia, Dallas, Silicon Valley, and Chicago.
  • Europe: Major hubs include London, Frankfurt, Amsterdam and Paris, supported by strong digital infrastructure and connectivity.
  • Asia-Pacific: A rapidly expanding region, with major markets in China, Japan, Singapore, Australia, India and South Korea, driven by digitalisation, cloud computing and Artificial Intelligence (AI).
  • India: Mumbai is the leading hub, followed by Chennai, Delhi-National Capital Region (NCR), Bengaluru and Hyderabad.
  • Emerging regions: Malaysia, Indonesia, the Middle East, and Latin America are attracting investments due to land and power availability and improving connectivity.

  • Digital Backbone: They form the physical backbone of cloud computing, AI, digital payments, e-governance, and other digital services.
  • Rapid Capacity Expansion: India’s data center capacity has increased from about 520 MW in 2020 to nearly 1.5 GW, and is projected to reach around 6.5 GW by 2030.

  • Digital Economy: Provide the core physical infrastructure for India’s growing digital economy, including cloud services, e-commerce and fintech.
  • AI Infrastructure: Enable training and deployment of large AI models, supporting India’s emerging AI ecosystem.
  • Data Sovereignty: Build domestic capacity to store and process critical and sensitive data, reducing dependence on foreign infrastructure.
  • Investment & Employment: Attract domestic and foreign capital and generate high-skilled employment in IT, engineering and facility management.
  • Digital Public Infrastructure: Support platforms such as UPI, Aadhaar, DigiLocker, and e-governance services through reliable data processing and storage.
  • Strategic Resilience: Reduce dependence on overseas data infrastructure to improve continuity of critical digital services.
  • Technology Competitiveness: Provide the computing and cloud infrastructure needed to position India as a competitive AI and technology hub.

Drivers of India’s Data Center Boom

  • Digitalisation: Rapid growth of digital payments, e-commerce, OTT platforms and e-governance is driving data generation and storage needs.
  • AI Expansion: Growing adoption of Generative AI and high-performance computing is increasing demand for large-scale computing infrastructure.
  • Cloud Adoption: Rising migration of businesses and government services to cloud platforms is expanding demand for data centers.
  • Data Localisation: Greater emphasis on domestic storage and processing of data is encouraging companies to establish data centers within India.
  • Large Digital User Base: India had 1.09 billion internet subscribers as of March 2026, while about 85.5% of households owned at least one smartphone.
    • The average monthly data consumption had reached 24.01 GB per user in 2025, driving massive data generation and storage requirements.
  • State Incentives: Tax exemptions, subsidised land and power, and fast-track clearances are attracting data-center investments.

Concerns Regarding the Rise of Data Centres In India

  • Rising Electricity Demand: Data centers require continuous, reliable power, making them highly electricity-intensive.
    • Electricity demand is projected to rise from 13 TWh in 2024 to 57 TWh by 2030.
    • AI alone could add 26.3 GW of new electricity demand by 2031-32, further straining the grid during peak summer demand.
  • E-Waste Accumulation: Rapid replacement of servers, storage devices, networking equipment and other electronic components generates large quantities of e-waste, creating challenges related to hazardous-material pollution, resource wastage and safe recycling and disposal
  • Transmission Bottlenecks: Rapid data-center expansion is increasing the need for reliable grid connectivity.
    • Transmission expansion is lagging behind renewable-energy capacity, resulting in renewable-energy curtailment despite available generation.
    • This can restrict data centers’ access to renewable power from resource-rich regions and increase the risk of grid infrastructure costs being passed on to consumers.
  • High Water Consumption: Data centers require substantial water for server cooling.
    • A 100 MW data center consumes around 2 million liters of water daily.
    • Data-center water consumption was estimated at 150 billion liters in 2024-25, projected to reach 358 billion liters annually by 2030.
    • Concentration in water-stressed regions such as Chennai, Bengaluru, Hyderabad and Delhi-NCR can intensify competition for water among data centers, households and agriculture.
    • State policies generally lack adequate provisions for water-use disclosure, hydrogeological assessment, protection of municipal and agricultural supplies, and greater use of treated wastewater.
  • Heat Generation and Urban Heat: Data centers generate substantial waste heat, which can aggravate existing Urban Heat Island (UHI) effects.
    • A Cambridge study found that data centers raise land surface temperature by an average of 2°C within a 10 km radius (up to 9.1°C in extreme cases), affecting an estimated 340 million people globally.
  • Policy Divergence: 
    • Maharashtra: Earlier required 100% renewable energy for core operations but reduced the requirement to 51% in 2026.
    • Gujarat: Data Center Policy 2026–29 mandates at least 51% green-energy sourcing.
    • Telangana: Data centers have been classified as “essential services”, facilitating uninterrupted electricity supply.
    • Karnataka: Reviewing its policy amid concerns regarding water and energy requirements.
    • Tamil Nadu: Links certain incentives with renewable-energy compliance.
  • Policy and Regulatory Gaps:
    • Investment-Centric Incentives: State policies focus heavily on tax, land and power incentives, with limited environmental safeguards.
    • Grid Impact: Lack of mandatory grid-impact assessments before commissioning.
    • Water Governance: Limited water-use norms, disclosure and hydrogeological assessments.
    • Renewable Energy: Absence of mandatory renewable-energy sourcing requirements.
    • Thermal Pollution: Inadequate assessment of waste heat and cooling-related thermal impacts.

Global Best Practices for Data Centers:

  • Singapore: The Green Data Center Roadmap promotes energy-efficient cooling, efficient Information Technology (IT) equipment, renewable energy and higher efficiency standards, including a target of Power Usage Effectiveness (PUE) of 1.3 or lower.
  • Sweden: Data centers utilize the cool climate and renewable electricity to reduce cooling-related energy consumption, while waste heat is integrated into district heating systems.
  • Finland: Data centers increasingly recover waste heat for district heating.
  • United States: Large data-center operators are increasingly adopting renewable-energy procurement, advanced cooling technologies and energy-efficiency measures, demonstrating private-sector-led sustainability practices.

Way Forward

  • National Framework: Establish common, enforceable standards for renewable energy, water use, energy efficiency, cooling and emissions, with phased power and water-use benchmarks.
  • Clean Energy and Grid: Promote renewable power and battery storage, strengthen transmission, and undertake data-center-specific grid impact assessments while preventing high costs from being passed on to consumers.
  • Water Management: Mandate hydrogeological and water-impact assessments, promote the use of treated/recycled wastewater, and protect municipal and agricultural water requirements.
  • Sustainable Siting and Cooling: Locate data centers in areas with low water stress, renewable energy potential, reliable grid connectivity, and suitable climatic conditions, while adopting energy- and water-efficient cooling systems.
  • Efficiency Standards: Introduce an “AI Energy Star” rating to benchmark the energy efficiency and environmental performance of data centers and AI models.
  • Cost Accountability: Mandate energy and water-use disclosure and ensure operators bear an appropriate share of resource and infrastructure costs.

The objective should be not to restrict data-center expansion, but to ensure resource-efficient, renewable-powered and climate-resilient growth through stronger water, energy and infrastructure safeguards.
