WHO Praises India’s Healthcare Gains

Context: WHO Director-General Dr. Tedros Adhanom Ghebreyesus praised India’s progress in healthcare on the sidelines of the 79th Session of the WHO Regional Committee for South-East Asia (RC79) in Dili, Timor-Leste.

Key Healthcare Gains Highlighted by WHO

• Ayushman Arogya Mandirs: Around 1.6 lakh centres screening for hypertension, diabetes & common cancers, with linked referral pathways. 
  • Ayushman Arogya Mandirs (AAMs) are India’s primary healthcare centers providing free, comprehensive primary care services to rural and urban populations under the Ayushman Bharat program.
• Accredited Social Health Activist (ASHA) Network: Community-level care, especially for mothers & children from conception to adolescence.
• Maternal and Child Health: Institutional deliveries increased from 78% to 93%, contributing to a decline in maternal and child mortality.
• Immunisation: Expanded immunisation coverage has supported improvements in maternal and child health.
• Pandemic Preparedness: India is supporting the WHO in negotiations on the Pathogen Access and Benefit-Sharing (PABS) system under the WHO Pandemic Agreement. 
  • Pathogen Access and Benefit-Sharing (PABS) is a proposed WHO mechanism to ensure rapid sharing of pathogens and genetic sequence information while ensuring equitable access to vaccines, diagnostics, and therapeutics developed from them.
• Human Resources for Health
  • Medical Colleges: Increased from 387 in 2014 to 858.
  • MBBS Seats: Increased from 51,348 to 1,42,464.
  • PG Medical Seats: Increased from 31,185 to 86,287.

Sagar Manthan

Context: Recently,  Garden Reach Shipbuilders & Engineers Limited (GRSE) launched the indigenous ocean research vessel ‘Sagar Manthan’ under India’s Deep Ocean Mission (DOM).

About ‘Sagar Manthan’

• ‘Sagar Manthan’ is an all-weather, multidisciplinary research vessel designed for deep-sea and extreme-ocean environments, including the Southern Ocean and waters around Antarctica.
  • It is developed under one of the Vertical (Deep Ocean Survey and Exploration) of the Deep Ocean Mission launched in 2021.
• Cost & Life: ₹840 crore, with a projected 30-year service life; expected to be operational by early 2028.
• Builder: Garden Reach Shipbuilders & Engineers Limited (GRSE), Kolkata, for the National Centre for Polar and Ocean Research (NCPOR) under the Ministry of Earth Sciences (MoES).
• Key Features
  • Equipped with swath multibeam bathymetry, seismic systems, sub-bottom profilers, Doppler weather radar and advanced oceanographic instruments.
  • Can conduct geophysical and oceanographic surveys up to 6 km depth.
  • Supports launch/recovery of AUVs (Autonomous Underwater Vehicles) and ROVs (Remotely Operated Vehicles).
  • Enables seabed sampling, rock dredging, coring, mooring and data-buoy operations.
  • Built to operate in severe sea states across the Indian Ocean, Bay of Bengal and Southern Ocean, including Antarctic waters.

About Deep Ocean Mission

• The Deep Ocean Mission is India’s flagship initiative designed to explore the deep ocean for resources and develop advanced marine technologies.
• Launch: The Government of India officially launched this central sector scheme in September 2021.
• Nodal Ministry: The Ministry of Earth Sciences (MoES) serves as the lead agency executing this multi-institutional project.
• Objective: To study deep-sea living and non-living resources while supporting India’s Blue Economy initiatives.
• Key Verticals: The project operates through six core verticals
  • Deep-sea mining and manned submersible technologies
  • Ocean climate change advisory services
  • Deep-sea biodiversity exploration and conservation

UNESCO’s International Literacy Prizes

Context: Recently, UNESCO announced six laureates of the International Literacy Prizes 2026 for impactful literacy initiatives worldwide.

About UNESCO’s International Literacy Prizes

• Established: Established in 1967 to recognise individuals, organisations and institutions for excellence, innovation and impact in advancing literacy. 
• Two Categories: 
  • UNESCO King Sejong Literacy Prize — mother-language-based literacy.
  • UNESCO Confucius Prize for Literacy — functional & digital literacy, mainly for adults and out-of-school youth.
• Prize: Each of the six laureates receives an endowment of US$30,000, a medal and a diploma.

India’s First Sector-Specific CSR

Context: On 8 September 2026, the Ministry of Coal launched India’s first sector-specific CSR framework for coal companies and highlighted major healthcare achievements.

Coal-sector CSR Framework

• Introduction: The framework aims to make Corporate Social Responsibility (CSR) in coal companies more outcome-oriented, transparent and focused on communities in coal-mining areas.
• Launched By: The Ministry of Coal, in collaboration with Coal India Limited (CIL), launched the framework on 8 September 2026. It was prepared by the Indian Institute of Corporate Affairs (IICA).
• Key Features:
  • Sector-Centric: It provides a common CSR framework specifically designed for the coal-mining sector and its local developmental needs.
  • Outcome-Oriented: It emphasises measurable social outcomes rather than merely expenditure-based CSR.
  • Localised Development: CSR interventions focus on communities and priority needs in coal-mining regions.
  • Transparency: It promotes real-time monitoring, accountability and better evaluation of CSR projects.
• Key Initiatives:
  • Thalassemia Bal Sewa Yojana (TBSY): Coal India Limited (CIL) expanded the initiative to 21 empanelled hospitals and completed over 1,050 Bone Marrow Transplants (BMTs), with support of up to ₹10 lakh per patient.
  • Nanha Sa Dil: CIL and its subsidiaries screened over 2 lakh children for Congenital Heart Defects (CHD) and completed more than 1,500 free corrective surgeries, including travel and hospitalisation.

About CSR

• Corporate Social Responsibility (CSR) is a statutory framework requiring eligible companies to undertake socially and environmentally beneficial activities.
• Legal Provisions: Under Section 135 of the Companies Act, 2013, CSR applies to companies meeting any threshold of ₹500 crore net worth, ₹1,000 crore turnover or ₹5 crore net profit. Eligible companies must generally spend 2% of average net profits of the preceding three years on Schedule VII activities.

Navier–Stokes Equations

Context: OpenAI has claimed that its AI agents produced a 100-page proof of finite-time blow-up for the forced Navier–Stokes equations, triggering debate over verification, privacy and academic credit.

AI Achievement in Solving the Mathematical Problem

• AI-Assisted Breakthrough: AI-assisted researchers Tristan Buckmaster and Levent Alpöge had developed a programme for proving finite-time blow-up under smooth forcing, while using Large Language Models (LLMs) to generate and verify mathematical arguments.
• OpenAI’s Claim: OpenAI stated that 10,000 AI agents, using substantial computational resources, produced a claimed 100-page proof in 88 hours; however, independent verification remains pending.

About the Navier–Stokes Problem

• Introduction: The Navier–Stokes equations mathematically describe the motion of viscous fluids such as water and air and are fundamental to fluid dynamics.
• Core Problem: The problem asks whether smooth solutions to the three-dimensional Navier–Stokes equations always exist and remain finite, or can develop a finite-time singularity (blow-up).
• Difficulty: Despite their widespread applications in weather forecasting, aircraft design and blood-flow modelling, proving global existence and smoothness in three dimensions remains exceptionally difficult.
• Millennium Prize: The Clay Mathematics Institute selected Navier–Stokes regularity as one of its seven Millennium Prize Problems, offering a US$1 million prize for a valid solution.

Millennium Prize Problems

• Birch and Swinnerton-Dyer Conjecture: Deals with equations defining elliptic curves and the number of rational solutions.
• Hodge Conjecture: Relates algebraic cycles to topology in complex geometric spaces.
