MQ-9B Sea Guardian Drones

  • Introduction: The MQ-9B Sea Guardian is a High-Altitude Long-Endurance (HALE) remotely piloted aircraft system (RPAS) designed primarily for persistent maritime surveillance and intelligence, surveillance and reconnaissance (ISR).
  • Developed by: The platform is developed by General Atomics Aeronautical Systems Inc. (GA-ASI), USA, and is a maritime-oriented variant of the MQ-9B family.
  • Key Features
    • Long-Endurance Surveillance: The Sea Guardian can operate at altitudes above 40,000 feet and remain airborne for up to 40 hours, enabling persistent surveillance over vast maritime areas.
    • Advanced Maritime ISR: Equipped with sophisticated sensors, radar and electro-optical/infrared systems, it provides real-time maritime domain awareness and supports intelligence, surveillance and reconnaissance missions.
    • Multi-Mission Capability: It can support anti-surface warfare, anti-submarine warfare through sonobuoys, search-and-rescue and maritime security operations, depending on its configuration and payload.

 

Electronics Component Manufacturing Scheme (ECMS)

Context: The Ministry of Electronics and Information Technology (MeitY) has approved projects worth ₹7,877 crore under the Electronics Component Manufacturing Scheme (ECMS).

About Electronics Component Manufacturing Scheme (ECMS)

ECMS

  • The Government of India launched ECMS to strengthen India’s electronics manufacturing ecosystem 
    • It complements the India Semiconductor Mission and other initiatives, such as the Production Linked Incentive (PLI) scheme.
  • Aim: To increase domestic value addition, reduce import dependence, Integrate Indian firms with Global Value Chains (GVCs), strengthen India’s electronics supply chain, and move India from assembly-based production to high-value component manufacturing.
  • Incentive Mechanism: It provides turnover-linked, capex-linked, and hybrid incentives for manufacturing electronic components, sub-assemblies, and related products.
  • Outlay: ₹22,919 crore initially, subsequently enhanced to ₹40,000 crore in Budget 2026–27. 
  • Coverage: Supports manufacturing of electronic sub-assemblies, bare components, selected components, supply-chain components/capital equipment, and telecom optical transceivers.
  • Target Sectors: Mobile phones, IT hardware, telecom, consumer electronics, automobiles, medical devices, and industrial electronics.

Exercise MAITREE-XV

Context: An 85-personnel Indian Army contingent, primarily from 9 Gorkha Rifles, has departed for Thailand to participate in MAITREE-XV (2026).

About MAITREE Exercise

  • Bilateral Exercise: MAITREE is an annual joint military exercise between the Indian Army and Royal Thai Army, aimed at strengthening tactical cooperation and interoperability.
  • Established in 2006: The exercise was instituted to deepen defence cooperation between India and Thailand and is conducted alternately in the two countries.
  • Operational Cooperation: It enhances joint capabilities in counter-insurgency and counter-terrorism operations, while facilitating the exchange of tactical experience and best practices.

About MAITREE-XV

  • MAITREE-XV is the 15th edition of the bilateral exercise and focuses on developing joint operational capabilities in challenging environments.
  • Venue: The exercise is being conducted at Vibhavadi Rangsit Camp, Surat Thani, Thailand , providing an environment suitable for jungle and semi-urban warfare training.
  • Participants
    • Indian Contingent: India is represented by 85 personnel, primarily drawn from the 9 Gorkha Rifles.
    • Thai Contingent: The Royal Thai Army is participating with a corresponding contingent of approximately 85 personnel.
  • Focus Areas
    • Jungle and Semi-Urban Operations: Training includes company-level tactical drills, room intervention, raids and counter-insurgency/counter-terrorism operations.
    • UN Framework: The exercise incorporates operations under Chapter VII of the UN Charter, facilitating common procedures and interoperability.
    • Technology and Experience Sharing: Joint discussions, tactical demonstrations and a final joint validation exercise promote the exchange of operational expertise and modern military practices.

Context: Recent reports indicate that AI companies are purchasing large numbers of physical books and using destructive scanning to obtain high-quality training data.

About Project Panama

  • Project Panama refers to Anthropic’s reported large-scale effort to acquire physical books, digitise them and build extensive datasets for training AI models.
  • Objective: The initiative seeks to obtain high-quality, human-written, long-form text, particularly from books that may not be readily available in digital form.

Use of Books in AI Training

  • Reliable Training Data: Books provide edited, structured and diverse content, making them valuable for training Large Language Models (LLMs), especially as AI-generated content increasingly proliferates online.
  • Destructive Scanning: Physical books can be rapidly digitised by cutting their bindings, scanning individual pages and using Optical Character Recognition (OCR) to convert images into machine-readable text.
  • Older Books as Data Sources: Books published before the generative-AI boom may offer relatively cleaner human-generated content, reducing the risk of models learning from AI-generated material.

Concerns Regarding Use of Books

  • Copyright Issues: Digitising copyrighted books for AI training raises questions about licensing, fair dealing and authors’ and publishers’ rights, with the legal position remaining unsettled in several jurisdictions.
  • Destruction of Books: Destructive scanning permanently damages physical copies and can be particularly problematic for rare, fragile or irreplaceable books.
  • Impact on Authors and Publishers: Large-scale use of copyrighted works for AI development without adequate compensation may create concerns regarding creator rights, economic interests and control over intellectual property.
