About the Dollar Window

  • Meaning: The RBI will supply the entire daily foreign-exchange requirements of Indian Oil Corporation (IOC), Hindustan Petroleum Corporation (HPCL) and Bharat Petroleum Corporation (BPCL) through designated banks.
  • Duration: The facility will remain operational until further notice.
  • Need: Crude oil prices exceeded $100 per barrel, while the rupee approached ₹97 per US dollar, increasing the cost of oil imports.
  • Import Dependence: India imports more than 88% of its crude oil requirements, exposing its economy to global price and exchange-rate fluctuations.
  • Potential Impacts
    • Currency Stability: Direct dollar supplies may reduce oil companies’ competition for dollars in the foreign-exchange market and ease depreciation pressure on the rupee.
    • Oil Sector Relief: The facility may reduce foreign-exchange procurement difficulties for oil marketing companies facing higher import costs.
    • Inflation Management: Easing currency pressure may help contain imported inflation, although it cannot eliminate the impact of rising global crude prices.
    • Limitations: The intervention does not eliminate oil-import dependence and may involve the use of foreign-exchange reserves.

Factors Affecting Dollar–Rupee Valuation

  • Interest Rate Differentials: Higher US interest rates relative to Indian rates may attract capital towards US assets, increasing demand for dollars.
  • Inflation Differentials: Persistently higher inflation in India than in the US can weaken the rupee’s purchasing power and affect its long-term valuation.
  • Crude Oil Prices and Trade Balance: Higher oil prices increase India’s import bill and dollar demand, potentially widening the trade deficit and weakening the rupee.
  • Foreign Portfolio Investment (FPI): Foreign investor inflows increase demand for rupees, whereas large-scale withdrawals can increase dollar demand and put downward pressure on the currency.
