  • The release of the Indian Navy veterans and freeing them of espionage charges marks a significant diplomatic breakthrough between India and Qatar.
    • Seven of the eight former Indian Navy personnel have now returned to India.
  • In December 2023, the Qatari appellate court ‘reduced’ the death penalty of the eight Indian navy officers arrested last year on charges of espionage.
    • Neither Qatar nor India have revealed the specific charges against the men.

Qatar Sentences Death Penalty to Indian Navy Officers for Espionage

  • Allegation: 8 Navy Officers were arrested last year in August on charges of spying on a submarine program on behalf of Israel. 
    • However, these charges were not made public by Qatari authorities.

  • Qatari authorities took former Indian naval officers into custody on unspecified charges.
  • After months of detention, the Qatari authorities revealed that the eight former naval officers were spying on Qatar’s secret submarine program for Israel.
September 2022
  • The first bail plea of the jailed Indian officers was held a month after they were picked up and detained in solitary confinement. The plea was rejected
March 2023
  • The Indian nationals had their first trial in late March.
June 2023
  • The second trial was conducted in June 2023. 
October 2023
  • India’s ambassador to Qatar met the men in prison on October 1 after being granted consular access.

  • The eight Indian Navy personnel were on 26 October handed the death penalty in Qatar by a local court.

Employment Details of Indian Navy Officers in Qatar

  • Firm: They all were working for Al Dahra Global Technologies and Consultancy Services, a private firm owned by an ex-Oman Air Force officer that provided training and other services to Qatar’s armed forces and security agencies.
  • Commander Purnendu Tiwari (retd), who was Managing Director of the company, received the Pravasi Bharatiya Samman in 2019 for his services in furthering the bilateral relationship between India and Qatar.

Strong Bilateral Ties: India-Qatar Relations and Collaborative Efforts

  • Long Partnership: India and Qatar are natural partners with ties going back to 1973. 
  • NRI in Qatar: Indians are the largest expatriate community in Qatar. 
    • Qatar hosts 0.74 million Indian expatriates.
    • Its 210-strong delegation at the Pravasi Bharatiya Diwas event in Indore last year was the second biggest, next only to the Mauritius delegation.
  • Political Relationship: 2023 marks 50 years of establishment of full diplomatic relations between India and Qatar.
    • India was among the few countries which recognized Qatar soon after its independence in 1971.
    • The Emir of Qatar, Sheikh Tamim Bin Hamad Al Thani, visited India in 2015, and Prime Minister Narendra Modi went to Qatar in 2016.
  • Economic Relations: In 2021, India was among the top four export destinations for Qatar.
    • It is among the top three sources of Qatar’s imports. 
    • Bilateral Trade: $15 billion, which is mostly LNG and LPG exports from Qatar worth over $13 billion.
  • India’s export to Qatar during 2021-22 was US$ 1.83 billion and India’s import from Qatar was US$ 13.19 billion. 
  • Strategic Cooperation: Defence cooperation as “an important pillar of our bilateral agenda.
    • India and Qatar signed a Defence Cooperation Agreement in November 2008.
    • Exercise Zair-Al-Bahr: It is a bilateral maritime exercise between the two navies. It aims to further strengthen the maritime exchanges between the two countries and enhance maritime security in the region.
    • India also offers training slots in its defence institutions to Qatar, and Indian Navy and Coast Guard ships regularly visit Qatar as part of the bilateral cooperation.
