Rapid infrastructure expansion in India has been accompanied by rising construction-related air pollution, with road dust and unfinished highway projects emerging as major contributors to urban particulate pollution.

Grey Cloud Phenomenon in Indian Cities

  • Beyond Stubble Burning: While grey haze in Delhi-NCR is often attributed to stubble burning, similar grey clouds over Mumbai and Bengaluru suggest that the problem extends beyond stubble burning.
  • Construction Dust as a Major Source: The haze largely consists of silica, cement particles, and pulverised soil generated from large-scale construction activities.
  • Mechanism of Dust Formation: Heavy construction machinery and excavation processes grind soil and other materials into fine particulate matter, which remains suspended in the atmosphere, worsening urban air quality.

Infrastructure Delays and Public Cost

  • Incomplete Projects: Major infrastructure projects, such as highways and flyovers, are frequently delayed. 
    • Currently, 574 national highway projects are overdue, trapping approximately ₹3,600 crore of taxpayers’ money.
  • Political Symbolism over Completion: Politicians often rush to inaugurate tiny stretches of road for optics, while the remaining portions remain incomplete
    • Consequently, dust continues to blow off unfinished service roads for extended periods.
  • The Golden Quadrilateral: Launched in 2000 to seamlessly connect Delhi, Mumbai, Chennai, and Kolkata, yet these cities remain poorly connected due to ongoing construction and gaps in the network.

Regulatory and Implementation Failures

  • Shift in Pollution Sources: Reports from the National Green Tribunal (NGT) indicate that construction has overtaken transport as the leading source of dust particles and emissions.
  • Violation of Rules: Despite the Construction and Demolition Waste Management Rules, compliance remains poor. 
    • Measures such as green curtains, windbreaks, and continuous water sprinkling are frequently ignored.
  • Ineffective Mitigation: Instead of using specialised dust-control machinery, sites often rely on a single worker to manually spray water, while JCBs and bulldozers continue generating large amounts of dust.
  • Lack of Accountability: Contractors often face minimal liability for delays
    • Small fines are often treated as a “construction cost” and added to the project budget, allowing contractors to maintain profit margins without altering their practices.

Health vs. Development

  • Garett Hardin’s ‘Tragedy of the Commons’: Clean air is a shared resource used by everyone but protected by no one.
  • Compromised Health: While infrastructure development is a national necessity, it should not come at the cost of public health
    • The present “dust economy” prioritises the pace or optics of construction over the air quality of citizens living near these projects.

Way Forward

  • Strict Dust Mitigation Enforcement: Mandatory implementation of dust suppression measures and real-time monitoring of dust emissions and compliance with pollution control norms at construction sites.
  • Time-bound Project Completion: Strengthen project management, accountability, and penalty mechanisms to prevent prolonged construction phases.
  • Integrated Urban Air Quality Planning: Recognise construction dust as a major pollution source in urban air management strategies.
