Context: Recent concerns over PDS leakages, diversion of FCI rice for ethanol production, shrinking food entitlements, and digital exclusion have raised questions about the effectiveness of India’s food security architecture.

Key Concerns

  • PDS Diversion: Investigations and audit findings in States such as Madhya Pradesh, Punjab, Uttar Pradesh and West Bengal indicate persistent leakages, including diversion of subsidised grain to commercial markets.
  • Grain-to-Fuel Diversion: FCI rice constituted 24.64% of ethanol production in ESY 2025-26, compared to just 0.02% in the previous year. About 44 lakh tonnes of FCI rice was reportedly used for ethanol production.
  • Food versus Energy Security: While ethanol blending reduces oil import dependence and foreign-exchange outgo, large-scale diversion of foodgrains raises concerns over nutritional security, particularly for vulnerable households.
  • Shrinking Entitlements: Proposed changes to Antyodaya Anna Yojana (AAY) entitlements could reduce allocations for smaller households, potentially affecting a significant share of beneficiaries.
  • Nutritional Gaps: The PDS remains largely focused on cereals, despite the need for greater access to pulses, millets and edible oils to address nutritional deficiencies.
  • Digital Exclusion: e-KYC, biometric authentication and digitisation can exclude elderly persons, manual workers and beneficiaries in areas with poor connectivity, turning technology into a barrier rather than an enabler.
  • Open Market Sales: Expanded OMSS operations can help control food inflation but may also place additional pressure on buffer stocks available for welfare schemes.

Way Forward

  • Strengthen PDS monitoring: Use end-to-end tracking, social audits and real-time stock monitoring to curb diversion.
  • Protect foodgrain reserves: Establish clear safeguards to ensure food-security requirements take precedence over alternative uses during periods of supply stress.
  • Expand nutritional diversity: Gradually incorporate pulses, millets and other nutritious foods into food-security programmes.
  • Prevent digital exclusion: Ensure offline authentication, alternative identification mechanisms and grievance redressal for vulnerable beneficiaries.
  • Improve targeting without exclusion: Conduct periodic social audits and independent reviews before cancelling ration cards.
  • Balance competing objectives: Align food security, energy security and fiscal efficiency without compromising the Right to Food.
  • Strengthen accountability: Fix responsibility for PDS leakages and ensure timely investigation and prosecution.
