The Finance Minister  announced PM DDKY in the Union Budget 2025 inspired by the Aspirational Districts Programme (ADP), which aims to uplift underdeveloped regions through convergence, collaboration, and competition.

About Pradhan Mantri Dhan Dhanya Krishi Yojana (PM DDKY)

  • Aims to support farmers in regions struggling with low crop yields and financial access
  • Budget Allocation: No separate allocation in the Budget.
    • Funds will be drawn from existing schemes under:

Aspirational Districts Programme (ADP)

  • Launched in 2018, focusing on underdeveloped districts.
  • Improves health, education, agriculture, financial inclusion, and infrastructure through a ranking-based system.

      • Ministry of Agriculture & Farmers’ Welfare
      • Ministry of Fisheries, Animal Husbandry & Dairying
    • Additional allocation may be made post Union Cabinet approval.
  • Implementing Ministry: Ministry of Agriculture & Farmers’ Welfare in collaboration with State Governments.
    • Department of Financial Services and NABARD assisting with farm credit data collection.
  • Objectives of PM DDKY:
    • Enhancing agricultural productivity through better farming practices.
    • Promoting crop diversification and sustainable agriculture.
    • Improving post-harvest storage at the Panchayat and block level.
    • Expanding irrigation facilities to ensure efficient water use.
    • Facilitating short-term and long-term credit for farmers.
  • Target Districts and Selection Criteria: Targets 100 districts facing low agricultural productivity, moderate cropping intensity, and below-average credit access.
    • Expected to benefit 1.7 crore farmers across India.
    • The ministry is gathering data for district selection based on cropping intensity and farm credit availability.
  • Key Components of PM DDKY: 
    • Technology-driven solutions to improve productivity.
    • Better access to credit through financial support.
    • Infrastructure development, including storage and irrigation.
    • Sustainable farming practices to ensure long-term benefits.
    • Employment generation in rural areas to reduce migration.

Other Key Schemes for Agriculture & Farmers

  • PM-KISAN Scheme: Provides direct financial support to farmers. It helps them procure inputs for better crop health and yield.
  • Pradhan Mantri Fasal Bima Yojana (PMFBY): Crop insurance scheme protecting farmers against natural disasters, pests, and diseases. Ensures financial stability in case of crop loss.
  • Kisan Credit Card (KCC) Scheme: Introduced in 1998 to offer easy credit access to farmers.
    • Allows them to purchase agriculture inputs at the right time. It also allows farmers to meet their essential household expense needs.
