Context: Recently, ISRO clarified that privatisation is not the objective; rather, greater private-sector participation is being promoted to expand India’s space economy, while ISRO focuses on advanced and strategic capabilities. 

  • IN-SPACe had facilitated 71 ISRO technology transfers to industry and start-ups by January 2026.

  • Indian Space Research Organisation (ISRO): India’s principal institution for space research, advanced technology and strategic space capabilities.
  • Space Ecosystem: Includes ISRO, public sector undertakings, private companies, start-ups, academia and research institutions.
  • Private Participation: Since the 2020 space-sector reforms and Indian Space Policy 2023, private players can participate across the space value chain.

Institutional Framework to Encourage Space Start-ups:

  • Indian Space Policy 2023: Provides the overarching framework for private participation across the entire space value chain, including satellites, launch vehicles, space-based services and applications. 
    • It also provides clearer division of roles among institutions.
  • IN-SPACe: Acts as an autonomous single-window agency under the Department of Space to promote, authorise and supervise private space activities. 
    • It also facilitates access to ISRO facilities, technology, expertise and infrastructure, along with seed funding, mentorship and technical support.
  • ISRO and NSIL: ISRO focuses increasingly on advanced research and emerging technologies, while NewSpace India Limited (NSIL) commercialises space technologies and enables industry-led production. 
    • The government has also introduced a ₹1,000 crore Space Sector Venture Capital Fund to support high-potential start-ups.

  • Frontier Research: Advanced research and next-generation technologies.
  • Human Spaceflight: Gaganyaan and future human-space missions.
  • Deep Space Exploration: Lunar, planetary and solar missions.

India’s Major Space Achievements

  • EOS-05: Launched by GSLV-F17 on September 4, 2026, it became India’s first Earth-imaging satellite placed in geosynchronous orbit, enabling prolonged observation of the Indian subcontinent and strengthening Earth-observation and strategic monitoring capabilities. 
  • India’s Space EconomyChandrayaan-3: India became the first country to soft-land near the lunar south pole and the fourth country to soft-land on the Moon.
  • Aditya-L1: India’s first dedicated solar mission, positioned around the Sun-Earth L1 point.
  • Mars Orbiter Mission: India became the first country to enter Martian orbit on its maiden attempt.
  • SpaDeX: India became the fourth country to demonstrate autonomous space docking and undocking.
  • Gaganyaan: India’s first human spaceflight programme.
  • Bharatiya Antariksh Station: Planned national space station forming part of Space Vision 2047.

Private-Sector Participation

  • Foreign Direct Investment: Liberalised in 2024, permitting up to 100% FDI in selected space activities.
  • Automatic Route: Up to 74% for satellite manufacturing and operations; 49% for launch vehicles and spaceports; 100% for certain components and subsystems.
  • Start-up Ecosystem: Companies such as Pixxel, Skyroot Aerospace, Agnikul Cosmos, Dhruva Space and Bellatrix Aerospace are expanding India’s private space capabilities.
  • Production Model: Industry can increasingly manufacture mature launch vehicles, routine satellites and established systems, allowing ISRO to concentrate on frontier technologies.
