  • 86th Constitutional Amendment Act, 2002 : The amendment  transformed education into a fundamental right by inserting Article 21A, which guarantees free and compulsory education for children aged 6–14 years
    • It also added Fundamental duty under Article 51A(k), placing a duty on parents or guardians to provide educational opportunities to children.
  • Right to Education Act, 2009: The RTE Act operationalised Article 21A by mandating free and compulsory elementary education in neighbourhood schools.
    • It introduced key provisions such as 25% reservation for disadvantaged groups in private schools, the no-detention policy, and norms for infrastructure, teacher qualifications, and pupil-teacher ratios.
  • RTE (Amendment) Act, 2019: The 2019 amendment modified the no-detention policy by allowing examinations in Classes 5 and 8 and permitting states to detain students who fail to meet prescribed learning outcomes after remedial support.
