Context: Sagarmala Finance Corporation Ltd. (SMFCL) is preparing India’s maiden blue bond issuance to mobilise ₹1,000 crore for eligible maritime and water-related projects.

About Blue Bonds

  • A blue bond is a debt instrument whose proceeds are earmarked for ocean-, marine- and water-related projects with measurable environmental outcomes.
  • Key Features
    • Thematic Financing: Blue bonds finance activities such as sustainable fisheries, marine conservation, coastal infrastructure, port modernisation and water management.
    • Transparency & Impact Reporting: Issuers are expected to disclose the use of proceeds, sustainability framework and environmental impact, thereby reducing the risk of bluewashing.
    • Sustainable Finance Instrument: SEBI recognises blue bonds as part of sustainable finance instruments supporting the development of India’s blue economy.

About Sagarmala Finance Corporation Ltd. (SMFCL)

  • SMFCL is India’s first specialised maritime-sector NBFC, functioning under the Ministry of Ports, Shipping and Waterways.
  • Establishment: It originated as Sagarmala Development Company Ltd. (SDCL), incorporated in 2016.
    • It received RBI’s Certificate of Registration as a non-deposit-taking NBFC on June 19, 2025.
  • Objectives:
    • It provides short-, medium- and long-term financing for ports, shipping, shipbuilding, maritime logistics, coastal infrastructure and related projects.
    • It seeks to address asset-liability mismatches arising from long-gestation maritime infrastructure projects.
  • Blue Bond Issuance: SMFCL proposes to raise ₹1,000 crore through its maiden blue bond, creating a new financing channel for India’s maritime sector.
  • Utilisation: The proceeds are intended for eligible projects involving greenfield ports, coastal shipping, inland waterways, sustainable maritime infrastructure and other water-linked outcomes.
  • Specificity: Sagarmala comprises around 845 projects with an estimated investment of ₹6.06 lakh crore, although only projects demonstrating measurable ocean or water-related sustainability outcomes would qualify for blue-bond financing.
  • Significance: The issuance could help diversify infrastructure financing, attract long-term institutional investors and strengthen India’s emerging blue-finance ecosystem.
