UPI Charges: ₹2,000 Limit, Payment Rules & Digital Payments

Context: The government clarified that banks and system providers cannot levy charges on UPI payments up to ₹2,000, including eligible RuPay debit-card payments.

Highlights of the Notifications

  • Not Absolute Waiver:  It does not impose a blanket prohibition on charges for higher-value UPI transactions, leaving scope for such charges subject to applicable decisions.
  • Affected Transaction: In 2025–26, transactions above ₹2,000 formed about 4% of P2M (Person-to-Merchant) transactions but represented nearly two-thirds of UPI payment value.

About UPI

  • Introduction: UPI is a real-time interoperable payment system that enables users to link multiple bank accounts through a single application and make instant person-to-person (P2P) and person-to-merchant (P2M) payments.
  • Origin: UPI was developed by the National Payments Corporation of India (NPCI), piloted in 2016 and publicly launched in August 2016 with participating banks.
  • Nodal Body: NPCI, established by the RBI and Indian Banks’ Association (IBA), operates UPI under the Payment and Settlement Systems Act, 2007.
  • BHIM Integration: BHIM (Bharat Interface for Money) was launched in December 2016 as a UPI-based application enabling direct bank-to-bank transactions.
  • Modes of UPI Payment
    • UPI ID/VPA: Payments can be made using a unique Virtual Payment Address (VPA) without sharing bank-account details.
    • QR Code: Users can scan UPI QR codes for instant merchant or person-to-person payments.
    • Mobile/Bank Details: UPI also supports payments using registered mobile numbers and, where supported, account numbers with IFSC.
  • Global Footprint: As of September 2026, UPI is operational in 11 countries
    • Bhutan, Nepal, Singapore, UAE, Mauritius, Sri Lanka, France, Qatar, Cambodia, Greece, Maldives.
  • Growing User Base: By June 2026, 55.49 crore users were onboarded on the UPI platform, demonstrating its widespread adoption.
  • Significance: UPI accounted for nearly 49% of global real-time payment transaction volume in 2025, making it the world’s largest real-time payment system by volume.
