BRICS Common Currency: De-Dollarisation, Local Trade & India

BRICS Common Currency: De-Dollarisation, Local Trade & India

GS II: Bilateral, regional, and global groupings and agreements involving India and/or affecting India’s interests.

Context: The BRICS debate on local-currency trade and de-dollarisation is gaining momentum, but differences in economic structures, currency convertibility, trade imbalances and China’s economic weight make a common BRICS currency difficult to operationalise

Local-Currency Trade vs Common Currency

  • Local-Currency Trade: Countries settle bilateral trade using their respective national currencies instead of a third-country currency such as the US dollar.
  • Common Currency: A single currency jointly adopted by participating countries, similar to the euro within the Euro Area, requiring substantially deeper monetary and institutional integration.
  • De-dollarisation: Reducing dependence on the US dollar in cross-border trade, reserves and financial transactions; it does not necessarily imply replacing the dollar with a BRICS currency.
  • Key Distinction: Greater use of national currencies can be pursued without creating a new supranational currency.

Why a BRICS Common Currency Faces Challenges

  • Trade Imbalances: Bilateral trade may generate large accumulated balances in one partner’s currency when the recipient country has limited exports to the payer country.
  • Rupee Accumulation: India’s experience with rupee-settlement mechanisms illustrates the problem of accumulated rupee balances when trading partners cannot easily use them to purchase Indian goods and services.
  • Currency Convertibility: A common currency would require mechanisms for exchange-rate management, liquidity provision, settlement and monetary coordination.
  • Economic Diversity: BRICS economies differ substantially in inflation, monetary policy, exchange-rate regimes, capital controls and financial-market structures.

India’s Currency Dilemma

  • Exporter Perspective: A relatively weaker rupee can improve export competitiveness by making Indian goods cheaper in foreign-currency terms, subject to productivity and import-content effects.
  • Importer Perspective: India is a major importer of crude oil, gold and other commodities, making a weaker rupee increase the domestic cost of imports.
  • Dollar Dependence: The dollar remains deeply embedded in global trade, finance, commodity pricing and reserves, limiting the scope for an abrupt shift.
  • Strategic Autonomy: India therefore has an interest in diversifying payment mechanisms while avoiding excessive dependence on any single alternative currency.

China Factor in BRICS

  • Economic Weight: China accounts for a very large share of BRICS economic activity and trade, giving the renminbi (yuan) considerable potential influence in intra-BRICS transactions.
  • Currency Concentration: A common settlement system dominated by one member’s currency could replace one form of dependence with another.
  • India-China Relations: Persistent strategic and border-related differences make excessive dependence on the Chinese financial system a significant policy consideration for India.
  • Balanced Approach: India has therefore supported greater use of local currencies and payment mechanisms while remaining cautious about a single BRICS currency.

BRICS and the Dollar-Centric System

  • Existing Infrastructure: Global payments, banking, capital markets and commodity transactions remain heavily connected to the dollar-based financial system.
  • Network Effects: The dollar’s international role is reinforced by deep financial markets, liquidity, institutional infrastructure and widespread international use.
  • Gradual Diversification: Countries can increase local-currency settlement, strengthen payment interoperability and develop alternative financial channels without immediately abandoning the dollar.
  • BRICS Approach: The practical focus is therefore more likely to remain on payment connectivity and local-currency settlement than on an immediate common currency.

Way Forward

  • Local-Currency Settlement: Expand bilateral and multilateral settlement mechanisms where trade flows are sufficiently balanced.
  • Payment Interoperability: Improve cross-border payment systems and financial messaging infrastructure.
  • Trade Balancing: Encourage greater diversification of exports so that accumulated local-currency balances can be recycled through trade.
  • Currency Diversification: Reduce excessive dependence on any single currency without creating another concentrated dependency.
  • Gradualism: Pursue financial diversification through commercially viable mechanisms rather than attempting an immediate monetary union.

Conclusion

BRICS’ practical pathway lies less in an immediate common currency and more in local-currency settlement, payment interoperability and diversified trade, enabling India to reduce dollar dependence while preserving monetary and strategic autonomy
