UNSC Veto Reform: P5 Veto Power, Global Paralysis and Reform Proposals

Context: On 22 September 2026, French President Emmanuel Macron proposed voluntary self-restraint and regulation of the veto at the UNGA 2026, asking P5 members to refrain from using veto power in cases of genocide, crimes against humanity or mass atrocities.

Background

  • UNSC Composition: The UNSC has 15 members — 5 Permanent Members (P5) and 10 Non-Permanent Members.
  • Veto Power: Any one P5 member can block a substantive resolution by voting against it.
  • Historical Rationale: The veto was introduced in 1945 to secure the participation of major powers and avoid the failure experienced by the League of Nations.
  • Major Power Interests: International institutions often have to balance collective interests with the strategic and security interests of major powers, particularly within bodies such as the UNSC.

Failure Of Veto And Global Paralysis

  • Privilege vs. Responsibility: The concentration of veto power can create tension between the special privileges of P5 members and their responsibility to maintain international peace and security.
  • Syria: The Syrian conflict illustrated repeated instances of UNSC paralysis within the UNSC. 
    • For example, Russia and China vetoed a 2014 draft resolution that would have referred the situation in Syria to the International Criminal Court, despite 13 members voting in favor.
  • Ongoing Conflicts: Divisions among major powers can also produce gridlock in responding to conflicts and humanitarian crises, limiting the Council’s ability to take collective action.

P5 Factions And Veto Reform Initiatives

  • P5 Factions
    • Reformers: France and the UK, favoring moral restraint given their reduced geopolitical weight.
    • Traditionals: US, Russia, and China, heavyweights unwilling to relinquish veto authority.
  • Three Key Veto Reform Proposals
    • France-Mexico Initiative (2015): Voluntary agreement among P5 not to use vetoes in cases of mass atrocities; supported by 128 countries and endorsed by the UK.
    • Liechtenstein Initiative (April 2022): Any P5 member exercising a veto must appear before the 193-member UN General Assembly within 10 working days to explain its vote.
    • ACT Code of Conduct: Encourages all 15 UNSC members to abstain from voting against credible action aimed at preventing genocide, war crimes, or mass atrocities.

Challenges To Veto Reform In The UNSC

  • UN Charter Amendment Obstacle: Abolishing or formally changing the veto would require a Charter amendment. Under Article 108, this requires a two-thirds majority in the General Assembly and ratification by two-thirds of UN members, including all P5 members.
  • Realpolitik and National Interest: P5 members often assess international crises through the lens of national security, strategic interests and geopolitical alignments, making voluntary restraint difficult to institutionalise.
  • Voluntary Nature Of Reform: Initiatives such as the France-Mexico proposal depend on political commitment rather than legally binding obligations, limiting their enforceability.
  • Thucydides’ Dictum: “The strong do what they can, and the weak suffer what they must” — the persistence of power asymmetry and national-security interests can constrain the effectiveness of voluntary moral and normative restraints in international relations.

Conclusion

Veto reform requires balancing the effectiveness and legitimacy of multilateral action with the strategic and national-security interests of the P5 members. In the near term, greater transparency, political accountability, and voluntary restraint may offer more feasible avenues than complete abolition of the veto.
