Context: The rapid expansion of Quality Control Orders (QCOs) is intended to improve product quality and consumer safety, but excessive or poorly sequenced compliance requirements can raise costs for MSMEs, disrupt supply chains and create concerns regarding non-tariff barriers to trade.

Quality Control Orders and Standards

  • Meaning: A Quality Control Order (QCO) makes compliance with specified technical standards mandatory for identified products.
  • Role of BIS: The Bureau of Indian Standards (BIS) develops and administers standards and operates certification schemes for products covered by mandatory certification requirements.
  • Consumer Protection: QCOs can prevent the sale of products that fail to meet prescribed quality, safety and performance standards.
  • Industrial Competitiveness: Consistent standards can also help Indian firms integrate into global value chains by improving product reliability.

Expansion of Mandatory Standards

  • Rapid Expansion: India has significantly expanded the number of products subject to mandatory quality-control requirements in recent years.
  • Broader Coverage: QCOs now cover products across sectors including steel, chemicals, electrical appliances, toys, footwear and other manufactured goods.

  • Phased Implementation: Introduce standards through predictable transition periods, particularly for MSMEs.
  • Intermediate-Goods Sequencing: Carefully assess the impact of QCOs on intermediate inputs before extending mandatory requirements across entire supply chains.
  • Simplified Compliance: Develop single-window digital certification, faster testing and simplified procedures for compliant enterprises.
  • Testing Infrastructure: Expand accredited laboratories and conformity-assessment capacity across regions.
  • MSME Support: Provide technical assistance, awareness programmes and affordable testing facilities to smaller firms.
  • WTO Compatibility: Ensure technical regulations remain transparent, science-based, non-discriminatory and proportionate to legitimate regulatory objectives.
  • Periodic Review: Existing QCOs should undergo periodic impact assessment to determine their effects on prices, imports, MSMEs, exports and domestic production.
