• Absence of Social Security: Just 4 out of 100 graduates held a salaried job backed by a written contract and social security benefits, highlighting deep-seated informalization.

Structural Economic Bottlenecks

• Stagnant Manufacturing Sector: Manufacturing GVA remains locked at ~1/6th of Gross Value Added (GVA), failing to reach the targeted 25% required to absorb formal job seekers.
• Declining Private Corporate Investment: Corporate investment shrank from 17.3% of GDP in 2007-08 to 10.3% in 2024-25, proving unresponsive to the 2019 corporate tax reduction (from 30% to 22%).

• Public Investment in Industrial Capacity: Focus on direct public capital expenditure in strategic manufacturing sectors rather than relying solely on tax cuts and supply-side incentives.
• Export-Disciplined Support: Tie industrial incentives strictly to export performance rather than domestic market protection, adopting successful trade models seen in nations like Vietnam.
• Balanced Regulatory Environment: Streamline regulatory and enforcement mechanisms to prevent the selective penalization of medium-sized enterprises, which act as critical drivers of formal job creation.
