• Demographic dividend refers to the economic growth potential arising from a larger share of the working-age population compared to dependents.
• It is realized when a country converts its working-age population into productive employment through education, skills, health, and suitable economic opportunities.

India’s Demographic Dividend

• Young Population: India’s median age is around 28–29 years, making it one of the world’s youngest major economies.
• Large Working-Age Population: A large share of the population is in the 15–64 age group, creating a favorable demographic structure.
• Lower Dependency: A relatively smaller dependent population reduces the dependency burden, increasing the potential for savings, investment, and productivity.
• Economic Opportunity: The demographic dividend can boost economic growth, productivity, innovation, savings, and investment.
• Time-Bound Opportunity: The demographic dividend is not automatic or permanent. It must be converted into productive employment during the demographic window.
• Risk of Demographic Disaster: Failure to generate quality jobs, skills, education, and healthcare can turn the demographic advantage into a “demographic disaster” through unemployment, underemployment, and social stress.

Youth Aspirations vs. Employment Reality

• Aspirations (2023 Delhi Survey) : A survey of 3,000 middle-class youth in Delhi, with an average age of 24 years, found that 70% aspire to an ideal formal-sector career with fixed salaries, PF, and medical benefits.
  • Gender Differences: Only 14% of women wanted to start businesses, compared to 33% of boys aspiring to entrepreneurship or to start-ups.
  • The survey debunked the public-sector-only obsession, showing strong youth interest in formal private-sector jobs.
• Employment Reality: PLFS-NSO: Less than 50% of the urban workforce has salaried jobs.
  • Only 33% of 24-year-olds have a regular salaried job.
  • In the urban workforce, only 10% are in government jobs and 15% in the formal private sector.
  • Although 40% of the workforce is self-employed, much of this work is subsistence-level, such as small shops and street carts, rather than high-growth entrepreneurship.
• Salary Expectations Gap: Youth salary expectations are 30–40% higher than market realities, particularly among those below 25.
  • The gap is driven by limited awareness of the labor market and unrealistic lifestyles promoted on Instagram Reels.
  • In an experiment involving 200 youth, exposure to actual market salaries reduced their salary expectations after a year.
  • However, it also reduced job-search intensity, with many stopping active job searches or remaining in subpar jobs.

Why Aspirations Persist?

• Strong Career Aspirations: Youth do not easily abandon their career goals despite understanding market realities.
• High Education Costs: High private-education costs and student loans, particularly for engineering, create pressure to seek jobs with a reasonable return on investment (ROI).
• Low Acceptance of Low-Paying Jobs: Limited employment opportunities make it difficult for youth to accept low-paying jobs.

Way Forward

• Structural Transformation: Strengthen manufacturing to generate mass employment rather than moving directly from agriculture to services.
• Formalisation: Create structured jobs offering regular pay, PF, and medical benefits.
• Labor Reforms: Effectively implement the four new labor codes.
• Career Pathways: Develop genuine, sustainable career paths rather than arbitrary, short-term employment.
• Align Skills with Demand: Improve education, skilling and labor-market awareness so that youth expectations are better aligned with employment opportunities.

Conclusion

India’s young population is a historic but limited opportunity. 

• To benefit from it, India must create productive, formal and well-paying jobs and bridge the gap between youth aspirations and job opportunities. Otherwise, the demographic dividend could become a demographic disaster.
