India–Afghanistan Relations: India’s Evolving Approach to the Taliban

Subject: GS II: International Relations, India–Afghanistan Relations and Regional Security 

Context: The US withdrawal and fall of the Ashraf Ghani government on 15 August 2021 marked a major shift in Afghanistan. 

  • India initially evacuated its embassy, but its approach towards the Taliban has since evolved from non-engagement to pragmatic engagement.

Shift in India’s Approach

  • Earlier: During Taliban rule (1996–2001), India maintained zero engagement with the regime.
  • Now: India has not granted de jure recognition, but has adopted de facto engagement through diplomatic, economic and humanitarian channels.
  • Recent signals: Taliban Foreign Minister Amir Khan Muttaqi visited Delhi in 2025, while Taliban diplomat Mufti Noor Ahmed Noor attended the PM’s Independence Day event on 15 August.
    • The Afghan Embassy in India even celebrated the Taliban takeover as “Victory Day”, with Indian diplomats attending the event.

Why did India change its approach?

  • Protecting Strategic Investments: India has invested $2–3 billion in Afghanistan, including the Afghan Parliament and Salma Dam. Engagement helps protect these assets and India’s influence.
  • Pakistan–Taliban Rift: Growing tensions and border clashes between Pakistan and the Taliban create strategic space for India.
  • China–Russia Factor: China is seeking Afghanistan’s natural resources, while Russia has established diplomatic ties. India seeks to prevent strategic space from being monopolised by them.
  • Humanitarian Diplomacy: India supplied wheat to Afghans in December 2021, separating humanitarian support for the people from recognition of the regime.

Security Dimension

  • Continuing Terror Threat: Afghanistan continues to face a terrorism threat, with UNSC 1267 assessments identifying ISIL and Al-Qaeda as active threats.
  • Lower Immediate Threat to India: However, LeT and JeM are currently absent from Afghanistan, reducing the immediate concern of major anti-India terror groups operating from the country.
  • Taliban’s Assurance to India: The Taliban has assured India that Afghan territory will be used as a hub for trade and connectivity rather than terrorism.

Changing Human Rights Approach

  • India’s Strategic Priority: Despite continuing human-rights violations, India has maintained a “telling silence”, indicating greater focus on its security and geopolitical interests.
  • Severe Impact on Women: Taliban policies have severely restricted the rights of around 22 million women, including preventing girls above 12 years from attending school.
  • Shift in Diplomacy: This indicates a shift from values-based diplomacy towards pragmatic engagement, driven largely by India’s security and strategic interests in Afghanistan.
