• Time-Sensitive Nature of Science: Scientific experiments often rely on precise alignment of facilities, collaborators, and seasonal or biological conditions, and delays irreversibly disrupt these cycles.
• Credibility Deficit of Government Schemes: When schemes that appear progressive on paper fail to deliver timely support, they lose legitimacy, making it harder to retain domestic talent and attract international collaborations.
• Equity Concerns: Women scientists, early-career fellows, and those from under-represented backgrounds already face systemic barriers, and erratic access to funds disproportionately harms their careers.

Way Forward

• Strengthening Administrative Maturity: Research schemes must be designed with inbuilt mechanisms for enforcement, timely implementation, and smooth fund flow to avoid repeated breakdowns.
• Balancing Transparency with Flexibility: While the Treasury Single Account system may improve transparency in the long term, it must be complemented with contingency measures to ensure beneficiaries are not penalised during transitions.
• Ensuring Accountability: Ministries and programme managers must be held directly accountable for delays, recognising that procedural lapses translate into disrupted livelihoods and careers.
• Promoting Equity and Inclusivity: Special attention must be given to women and early-career researchers, ensuring consistent funding so that progressive policies are not undermined by poor execution.
