Introduction

Freshwater makes up about 3% of the Earth’s total water, and only about 1% is accessible for human use. Yet, nearly 2–3 billion people face water shortages annually (Source: UN World Water Development Report 2023). Understanding its reasons is essential to addressing the world’s deepening freshwater crisis.

Reasons behind the declining availability of freshwater resources 

  • Overextraction of groundwater: Excessive withdrawal of ground and surface water for agriculture, industry and domestic- use depletes aquifers faster than they recharge.                                                          Eg: India accounts for over 25% of the world’s total groundwater extraction, making it the largest user globally (UNESCO).
  • Pollution of freshwater ecosystems: Untreated sewage, industrial waste, and chemical runoff make available water unusable.
    Eg: Over 60% of India’s rivers are polluted (CPCB, 2022).
  • Climate change and altered hydrological cycles: Rising temperatures lead to retreating glaciers and irregular rainfall, reducing overall freshwater stocks.                                            
    Eg: The Andes glaciers are melting 35% faster than the global average, as reported by scientists at UNESCO’s first-ever World Day for Glaciers conference.
  • Loss of wetlands and natural recharge zones: Urbanisation and changing land use patterns significantly reduce the natural capacity of ecosystems to retain and recharge freshwater sources.
    Eg: Bengaluru has lost 80% of its wetlands, affecting its water sustainability.
  • Population growth: Rapid population growth escalates freshwater demand, often surpassing the natural replenishment capacity of available resources.

Factors limiting access to freshwater resources, even where it is available

  • Inadequate infrastructure: Poor pipelines, lack of storage capacity, and high leakage hinders supply to end users.
    Eg: Up to 40% of urban water in developing countries is lost in transit (World Bank).
  • Pollution and Source Contamination: Untreated sewage, toxic industrial discharges, and agrochemical runoff severely compromise freshwater safety.
    Eg: According to CPCB, over 70% of India’s surface water is now polluted.
  • Political and legal hurdles: Water-sharing conflicts, overlapping jurisdictions restrict access even in water-rich regions.
  • Social Marginalisation: Marginalised groups often lack access due to affordability or social exclusion.
    Eg: Dalit households in some villages face caste-based denial of access to common water sources.
  • Poor water governance and policy gaps: Fragmented authority and lack of integrated planning result in inefficient delivery.
    Eg: India’s water governance spans multiple ministries, weakening coordination.
  • Seasonal and temporal mismatch: Monsoonal rains bring surplus water briefly, yet lack of infrastructure to store and regulate flow results in seasonal scarcity.
    Eg: In Chennai, monsoon rains are abundant, yet the city endures regular summer droughts.
