Context: Recently, six states/UTs signed an agreement to implement the Kishau Multipurpose Project on the Tons River, a Yamuna tributary, with an estimated cost of ₹15,624 crore and 422 MW capacity.

About Kishau Multipurpose Project

  • Location: The project is proposed on the Tons River in the border region of Uttarakhand’s Dehradun district and Himachal Pradesh’s Sirmaur district.

About Tons River

  • Origin: The Tons River originates from the Bandarpunch Massif in the Garhwal Himalayas of Uttarakhand.
  • Course: It flows through Uttarakhand and Himachal Pradesh before joining the Yamuna River near Kalsi, Dehradun.
  • Major Tributary: The Tons is the largest tributary of the Yamuna.

  • Dam: A 232.6-metre-high concrete gravity dam is proposed under the project.
  • Storage: The reservoir will have about 1,562 million cubic metres (MCM) of water-storage capacity.
  • Power Generation: The project is expected to generate around 1,476 million units of clean hydropower annually.
  • Kishau Multipurpose ProjectIrrigation: It is expected to provide irrigation benefits to approximately 97,000 hectares.
  • Water Supply: The stored water will support drinking and industrial water requirements, particularly in downstream beneficiary regions.

Participating States and Water Sharing

  • The agreement involves six Yamuna-basin stakeholders:
    • Himachal Pradesh
    • Uttarakhand
    • Uttar Pradesh
    • Haryana
    • Rajasthan
    • Delhi
  • The project is therefore an example of inter-state cooperation over a shared river basin
    • Earlier disagreements centred particularly on water allocation and the sharing of project costs.

Its Significance

  • Water Security: The reservoir will augment the availability of drinking, irrigation and industrial water in water-stressed parts of the Yamuna basin.
  • Hydropower: Generation of clean hydropower will contribute to the regional renewable-energy mix.
  • Yamuna Rejuvenation: Regulated releases from the reservoir are expected to contribute to improved flows in the Yamuna.
  • Cooperative Federalism: The agreement demonstrates the importance of consensus-building among riparian states in managing shared water resources.
  • Regional Development: Irrigation, electricity and water availability can support agriculture, industry and urban water security.

Challenges that need to be Tackled

Kishau Multipurpose Project

  • Displacement and Rehabilitation: Large reservoirs can cause submergence, displacement and livelihood losses, requiring effective rehabilitation and resettlement.
  • Ecological Impact: Dam construction in a Himalayan river system can affect downstream ecology, sediment transport and aquatic ecosystems.
  • Inter-State Coordination: Differences over water allocation, financing and power benefits can delay implementation.
  • Seismic and Geological Risks: Large infrastructure projects in the Himalayan region require rigorous assessment of geological and seismic vulnerabilities.
  • Climate Change: Changing precipitation patterns, extreme rainfall and glacier-related hydrological changes can alter river flows and reservoir management.

Inter-State Water Governance in India

  • Article 262: Parliament may provide for adjudication of disputes relating to the waters of inter-state rivers or river valleys.
  • Inter-State River Water Disputes Act, 1956: Provides for the adjudication of certain inter-state river-water disputes through tribunals.
  • River Boards Act, 1956: Provides for the establishment of River Boards for regulation and development of inter-state river valleys, though its practical use has been limited.
  • Inter-State Council: Provides a platform for consultation and coordination between the Union and States on matters of common interest.
  • Basin-Level Approach: Projects such as Kishau highlight the need for integrated river-basin management rather than state-wise management of water resources.

Way Forward

  • Basin-Level Planning: Adopt an integrated approach based on the entire Yamuna basin rather than individual state interests.
  • Environmental Safeguards: Ensure rigorous environmental impact assessment, downstream-flow requirements and biodiversity protection.
  • Just Rehabilitation: Provide fair compensation, livelihood restoration and participatory rehabilitation for affected communities.
  • Transparent Water Sharing: Use scientific hydrological data and transparent allocation mechanisms to minimise future disputes.
  • Climate-Resilient Design: Incorporate extreme-weather, seismic and changing-flow scenarios into project design and operation.
