Context: Recently, Swiss voters rejected an initiative seeking to constitutionally impose a stricter “perpetual and armed” neutrality.

Swiss Neutrality

  • Perpetual Neutrality: Switzerland permanently refrains from participating in wars between other states and does not join military alliances.
  • Armed Neutrality: Switzerland maintains the military capability and readiness to defend its territory, ensuring that neutrality can be protected effectively.
  • Constitutional Neutrality : The 2026 Neutrality Initiative sought to constitutionally restrict military cooperation and prohibit sanctions against belligerent states, except those authorised by the UN or aimed at preventing sanctions evasion.
    • All 26 Swiss cantons rejected the proposal in the national referendum, which recorded a 47.06% turnout, while 70.15% of participating voters voted against the initiative.
  • Conditions of a Neutral State
    • Non-Participation in War: A neutral state must refrain from participating in armed conflicts between other states.
    • No Military Assistance: It must not provide military support, troops or war-related supplies from state-owned stocks to belligerents.
    • Equal Treatment: It must maintain equal treatment towards belligerents regarding private exports of military equipment.
    • Territorial Neutrality: It must not allow belligerents to use its territory for military operations or transit.
  • Evolution of Switzerland as a Neutral State
    • Battle of Marignano (1515): The defeat of Swiss forces contributed to Switzerland’s gradual withdrawal from European power politics.
    • Congress of Vienna (1815): The international community formally recognised Swiss permanent neutrality following the Napoleonic Wars.
    • Hague Conventions (1907): The rights and obligations of neutral states were codified under international law through the Hague Conventions.
    • Greater International Engagement (1996–2002): Switzerland joined NATO’s Partnership for Peace (1996) and the United Nations (2002) while retaining neutrality.
  • Current Status: Switzerland retains permanent neutrality, but follows a more flexible neutrality policy; for example, it adopted EU sanctions against Russia in 2022 while remaining militarily non-aligned.
