Context: Meta agreed to pay up to $18 billion over 10 years to settle lawsuits by nearly all U.S. states alleging that Facebook and Instagram were designed to encourage compulsive use among children and teens and that Meta failed to adequately protect young users.

• Reduce Social Comparison: Likes and reactions are hidden by default for teens.
  • Restrictions on extreme makeup filters and existing restrictions on cosmetic-surgery filters.

Major Challenges in Enforcing Meta’s Teen Controls

• Age Verification: Children can falsify their age, including through sophisticated methods such as video selfies.
  • Collecting more identity/biometric data for verification raises privacy concerns.
• Enforcement Gap: Australia’s under-16 social media restrictions show that removing suspected underage accounts does not necessarily prevent children from accessing social media.
  • Tech-savvy children may find ways around restrictions.
• Platform Coordination: Restrictions on only Meta platforms could push teenagers towards less-regulated alternatives.
  • Meta therefore wants YouTube and TikTok to adopt comparable safeguards.
• Parental Capacity: Parents may lack the technical knowledge and tools needed to effectively supervise increasingly AI- and technology-savvy children.

Way Forward

• Uniform Standards: Adopt platform-wide child-safety standards rather than app-specific restrictions.
• Age-Appropriate Design: Mandate child-centric design standards that minimise addictive features and exposure to harmful content. 
• App-Store Accountability: Require Apple and Google to verify users’ ages and obtain parental consent before minors download apps. 
• Safer Digital Alternatives: Promote non-social-media channels for education and school communication.
  • The teachers can communicate with their students via email or send alerts through non-addictive digital forums during daytime hours. 
  • Students should be strongly discouraged from conducting school assignments or group projects via social media apps.
• Adaptive Regulation: Regularly update safeguards to keep pace with new methods of bypassing restrictions.
