Key Reforms in Defence Export Norms

• Simplified Approvals: Stakeholder consultation removed for exports of non-lethal defence items to most destinations; safeguards continue for sensitive destinations.
• Faster Global Participation: Prior consultation removed for exports intended for international tenders and exhibitions.
• Unified Open General Export Licence Framework: Three existing Open General Export Licence (OGEL) Standard Operating Procedures covering major platforms and equipment, parts and components, and intra-company transfer of technology have been consolidated into a single framework.
• Multiple Consignments: The Open General Export Licence (OGEL) allows eligible exporters to undertake multiple consignments of specified defence items without separate approval for each shipment.
• Extended Validity: Open General Export Licence validity increased from two to three years, reducing renewal and compliance requirements.
• Wider Country Coverage: Open General Export Licence coverage expanded from 41 countries to all countries, except negative/sensitive nations and countries subject to United Nations Security Council sanctions or arms embargoes.
• Foreign Original Equipment Manufacturer Contracts: Indian companies with long-term Foreign Original Equipment Manufacturer (FOEM) contracts can obtain Open General Export Licences for eligible items, subject to prescribed conditions.
• Expanded Item Coverage: Civil-end-use exports of specified parts and components of small-calibre arms and protective equipment are now permitted.
