SCO Summit 2026: India’s Eurasian Engagement & Strategic Autonomy

Context: The 2026 SCO Summit in Bishkek highlighted India’s need to deepen Eurasian engagement, amid geopolitical tensions, terrorism concerns, economic disruptions and challenges to regional connectivity. 

Key Outcomes of the SCO Summit

  • Terrorism: India called for dismantling the ecosystem of terrorist financing, recruitment, radicalisation and safe havens, while opposing double standards on terrorism.
  • Cross-Border Terrorism: The Bishkek Declaration strongly condemned all forms of terrorism, including cross-border terrorism, aligning with India’s concerns regarding Pakistan.
  • Iran Conflict: The declaration condemned the U.S.–Israel attacks on Iran and supported Iran’s right to peaceful nuclear technology under the NPT.
  • Geopolitical Challenges: U.S. tariffs, sanctions on Russia, the Iran conflict and disruption around the Strait of Hormuz have created economic, energy and connectivity challenges for SCO members.
  • Central Asian Outreach: India sought to revive engagement with Central Asian Republics through cooperation in trade, critical minerals, tourism and connectivity.
  • BRICS Linkage: Overlapping membership between SCO and BRICS provides India an opportunity to build consensus on issues of common interest ahead of the BRICS Summit in New Delhi.
  • Pakistan’s Chairmanship: With Pakistan assuming the SCO chairmanship, India must ensure that terrorism, regional security and connectivity remain important elements of the organisation’s agenda.

Challenges for India

  • India–Pakistan Tensions: Bilateral security concerns can constrain meaningful cooperation within the SCO.
  • China’s Influence: China’s growing economic and strategic influence in Central Asia may limit India’s regional space.
  • Geopolitical Polarisation: Rivalries involving the U.S., Russia, China and Iran make consensus within the SCO difficult.
  • Connectivity Constraints: Lack of direct land access to Central Asia remains a structural limitation for India.
  • Limited Economic Engagement: India’s trade and investment presence in Central Asia remains below its potential.

Way Forward

  • Broaden Multilateral Engagement: Use the SCO alongside BRICS, BIMSTEC, ASEAN-led mechanisms and other regional platforms to advance Indian interests.
  • Strengthen Central Asian Diplomacy: Intensify cooperation in critical minerals, pharmaceuticals, IT, education, tourism and connectivity.
  • Institutionalise Counter-Terrorism: Push for stronger implementation against terror financing, radicalisation and safe havens.
  • Enhance Connectivity: Accelerate projects such as Chabahar Port and the International North-South Transport Corridor.
  • Issue-Based Cooperation: Separate areas of common interest from bilateral disputes and pursue pragmatic, issue-based cooperation.
  • Strategic Autonomy: Maintain constructive relations with competing power centres while avoiding exclusive alignment with any geopolitical bloc.
