Sergeant Plan Of Education Vision: Transforming Indian Education in 1944

The British Indian government made several efforts to improve education in India, including the Government of India Resolution of 1913, the Sadler Commission Report of 1917, and the Hartog Committee Report of 1929 but these were insufficient. The British government was aware of the fact that in India education was not in a good state. Hence in 1944, Sir John Sargent was given the task to prepare a comprehensive scheme of education in India.

  • The plan’s objective was to establish in India, over a period of at least forty years, the same level of educational achievement that had previously been recognized in England.

Following was the main salient feature of the Sergeant Plan of Education.

  • It was the first all-encompassing strategy to handle all levels and aspects of education, including technical, vocational, and professional education. This encompassed instruction at the preschool, elementary, secondary, and collegiate levels.
  • It provided equal opportunities for every student. 
  • The respect that the teaching profession deserved was accorded to it. 
  • Additionally, it suggested improving the instructors’ salary and working conditions. 
  • The need for effective education was emphasized throughout the report.

The plan proposed the goal of achieving universal primary education for all children in India, with a focus on improving access and enrollment rates.

  • Compulsory Education: The plan recommended making education compulsory for a specific age group, typically between the ages of 6 and 11, to ensure that children attended school.
  • Expansion of Schools: The plan called for the establishment of additional schools to accommodate the increasing number of students, particularly in rural areas.
  • Curriculum Reforms: The plan emphasized the need for a curriculum that was relevant to the needs and interests of students, with a focus on practical and vocational skills alongside academic subjects.

Limitations Of Sergeant Plan Of Education: Funding Woes, Cultural Neglect, Training Gaps

Sergeant Plan’s ambitious goals were criticized for insufficient funding and resources.

  • Emphasis on Western Education: Critics argue plan prioritizes Western education, neglecting indigenous knowledge systems, and cultural heritage, threatening local identity preservation.
  • Inadequate teacher training: Critics argue that the plan prioritized quantity over quality, resulting in inadequately trained teachers and inadequate investment in comprehensive programs.
  • Limited reach: It was argued that the plan did not do enough to bridge the educational divide or ensure equal access to quality education for all.

Conclusion

The difficulties encountered during the latter years of British control and the subsequent partition of India hampered the Sergeant Plan’s ability to be implemented, despite the plan having tremendous promise. However, it served as a springboard for later educational changes in independent India and shaped conversations about the country’s educational advancement and universal primary education.
