Changing Nature of Terrorism in India: Counter-Terrorism Strategy

Context: The terrorist landscape has evolved significantly from centrally controlled organisations to decentralised networks, lone-wolf attacks, online radicalisation and technology-enabled terrorism, requiring India to shift from reactive responses towards preventive, intelligence-led and whole-of-government counter-terrorism.

Changing Nature of Terrorism

  • Centralised to Decentralised: Earlier organisations such as Al-Qaeda and ISIS operated through relatively hierarchical leadership structures; contemporary terrorism increasingly involves dispersed cells and individuals.
  • Group-based to Lone-wolf Attacks: Individuals can become radicalised online and conduct attacks without direct organisational links, making early detection difficult.
  • Physical to Digital: Terrorist activities increasingly exploit social media, encrypted communication, cyber tools and digital platforms for propaganda, recruitment and coordination.
  • Technology-enabled Terror: Drones, artificial intelligence, cyberattacks and deepfakes can expand the reach and sophistication of terrorist networks.
  • Territorial Control to Ideological Influence: Terrorist organisations increasingly seek to spread ideology, fear and social polarisation rather than necessarily controlling territory.
  • Domestic to Transnational: Terror financing, recruitment, propaganda and logistics can operate across multiple jurisdictions, requiring international cooperation.

Evolution of India’s Terrorism Challenge

  • Cross-border Terrorism: Pakistan-based terrorist organisations have remained a major security challenge, particularly in Jammu and Kashmir.
  • 1991 Rajiv Gandhi Assassination: The LTTE attack demonstrated the transnational character of terrorism and the use of suicide bombing.
  • 1993 Mumbai Blasts: Exposed the nexus between organised crime, terrorism and cross-border networks.
  • 1999 IC-814 Hijacking: Demonstrated the use of hostage-taking and coercive diplomacy by terrorist groups.
  • 2001 Parliament Attack: Highlighted the direct threat of terrorism to India’s constitutional institutions.
  • 2008 Mumbai Attacks: Demonstrated the ability of terrorists to exploit maritime routes, technology and coordinated attacks.

Shift in India’s Counter-Terrorism Approach

  • Reactive to Proactive: India has increasingly moved towards pre-emptive and intelligence-led action rather than merely responding after attacks.
  • Surgical Strikes, 2016: Following the Uri attack, India conducted cross-LoC surgical strikes against terrorist launch pads.
  • Balakot Air Strike, 2019: Following the Pulwama attack, India conducted an air strike against a terrorist training facility in Balakot.
  • Operation Sindoor, 2025: Reflected India’s continued emphasis on cross-border counter-terrorism and deterrence.
  • Proactive Deterrence: The underlying approach seeks to impose costs on terrorist infrastructure and its supporting ecosystem.

National Counter-Terrorism Strategy

  • PRAHAAR: India’s National Counter-Terrorism Policy & Strategy, released in February 2026, seeks a comprehensive approach towards preventing and responding to terrorism.
  • Whole-of-Government: Central agencies, State police and other institutions need to operate through integrated intelligence and coordinated action.
  • Counter-Radicalisation: Addressing online radicalisation, ideological mobilisation and youth vulnerability is essential.
  • Terror Financing: Disrupting hawala, narcotics-linked financing and other illicit financial channels is central to weakening terrorist networks.
  • International Cooperation: Cooperation with partners and institutions such as the Financial Action Task Force (FATF) is necessary to tackle transnational financing and safe havens.
  • Whole-of-Society Approach: Citizens, technology companies, civil society and other stakeholders have an important role in strengthening societal resilience.

  • Technology-led Security: Deploy AI-enabled threat assessment, counter-drone systems and cyber-security capabilities.
  • Counter-Radicalisation: Combine education, employment, community engagement and credible counter-narratives.
  • Financial Disruption: Strengthen tracking of terror financing and illicit financial networks.
  • International Cooperation: Enhance intelligence sharing, extradition, joint investigations and action against terrorist safe havens.
  • Rights-Based Counter-Terrorism: Ensure counter-terrorism measures remain consistent with rule of law, constitutional safeguards and human rights.
