Context: Recently, the Union Culture and Tourism Minister informed the Lok Sabha that India has Cultural Exchange Programmes (CEPs) with 98 countries under the Global Engagement Scheme (GES), covering culture, museums, heritage and performing arts.

Limited Institutional and Financial Resources: Institutions such as ICCR and Indian Cultural Centres face constraints in terms of funding, manpower and international reach.
India must move beyond showcasing heritage to leveraging cultural diplomacy, digital platforms, youth, creativity and diaspora networks to build sustained people-to-people ties. This can convert India’s vast cultural capital into global influence, strengthening foreign partnerships, tourism and creative industries.
