Context: Recently, the Union Culture and Tourism Minister informed the Lok Sabha that India has Cultural Exchange Programmes (CEPs) with 98 countries under the Global Engagement Scheme (GES), covering culture, museums, heritage and performing arts.

What is Cultural Diplomacy?

• Cultural diplomacy refers to the exchange of ideas, information, language, values, traditions, arts and other cultural expressions among nations to foster mutual understanding, trust and goodwill.
• Soft Power: It is a key instrument of soft power, through which a country builds influence through attraction and persuasion rather than coercion or material pressure.
• Strategic relevance: Cultural diplomacy complements political, economic and strategic diplomacy by creating sustained connections among people, artists, students, academics, cultural institutions and communities.

Major Instruments of India’s Cultural Diplomacy

• Cultural Exchange Programmes: India currently maintains valid CEPs with 98 countries, providing an institutional framework for cooperation in culture, museums, heritage and performing arts. 
  • These programmes facilitate artist exchanges, cultural groups, museum collaboration, heritage conservation and bilateral cultural cooperation.
• Festivals of India: The Ministry of Culture organises Festivals of India abroad to showcase Indian classical and folk dance, music, theatre, crafts and traditions to international audiences.
• Yoga Diplomacy: India has transformed Yoga into a major global cultural bridge, with the International Day of Yoga providing a prominent platform for international cultural outreach.
• Ayurveda and Wellness Diplomacy: India’s traditional knowledge systems, particularly Ayurveda and holistic wellness practices, provide additional avenues for cultural engagement and international cooperation.
• Diaspora Engagement: The Indian diaspora acts as an important cultural bridge by promoting Indian languages, festivals, cuisine, traditions and values in host societies.
• Academic and Youth Engagement: Indian Studies Chairs, scholarships, academic exchanges and youth-oriented programmes help create long-term familiarity with India among international students and future opinion leaders.

Challenges that need to be Addressed

• Competition from Other Countries: India faces strong soft-power competition from countries such as China, Japan and South Korea, which have invested substantially in global cultural outreach.
• Limited Institutional and Financial Resources: Institutions such as ICCR and Indian Cultural Centres face constraints in terms of funding, manpower and international reach.
• Institutional Coordination: Multiple stakeholders, including the Ministry of Culture, MEA, ICCR, Ministry of Tourism and State Governments, require stronger coordination to avoid duplication and implementation delays.
• Underutilised Cultural Assets: India’s enormous wealth of languages, literature, museums, heritage sites, crafts and traditional knowledge is not always effectively projected internationally.
  • Initiatives such as Project Mausam have significant potential to deepen India’s engagement with the wider Indian Ocean cultural space.
• Digital and Linguistic Barriers: Limited translation, multilingual content and digital dissemination can restrict the global accessibility of Indian cultural content.
• Modern Narrative Gap: Excessive emphasis on ancient and classical heritage can underrepresent India’s contemporary literature, cinema, digital art, gaming, fashion and creative industries.
• Commercialisation of Culture: Excessive commercialisation may result in the commodification or dilution of traditional cultural practices, affecting their authenticity.

Way Forward

• National Cultural Diplomacy Framework: Develop a coordinated framework bringing together the Ministry of Culture, MEA, ICCR, Ministry of Tourism and Indian Missions abroad under clearly defined objectives and measurable outcomes.
• Strengthen Institutional Capacity: Enhance funding, manpower, infrastructure and global presence of ICCR and Indian Cultural Centres.
• Digital Cultural Diplomacy: Use OTT platforms, social media, virtual museums, digital archives, virtual reality and e-learning to make Indian culture accessible to wider global audiences.
• Multilingual Outreach: Invest in translation and multilingual cultural content to overcome linguistic barriers and expand India’s cultural reach.
• Promote Contemporary Culture: Balance India’s classical heritage with cinema, gaming, modern literature, fashion, music, design and culinary diplomacy to connect with global youth.
• Strengthen Diaspora Partnerships: Engage the Indian diaspora as cultural ambassadors for Indian traditions, languages, festivals and values.
• Public–Private Partnerships: Encourage corporate sponsorship, CSR funding, cultural foundations and creative-industry partnerships to support international festivals, exhibitions and artist residencies.

India must move beyond showcasing heritage to leveraging cultural diplomacy, digital platforms, youth, creativity and diaspora networks to build sustained people-to-people ties. This can convert India’s vast cultural capital into global influence, strengthening foreign partnerships, tourism and creative industries.
