GDP in India: ₹43 Lakh Crore Revision and the Debate Over Growth Estimates

Context: The latest GDP estimates have triggered a debate over the ₹43 lakh crore cumulative downward revision in India’s estimated economic size for the four years since 2022–23 and the methodology used to calculate real GDP growth.

About Gross Domestic Product (GDP)

  • GDP is the total monetary value of all final goods and services produced within a country’s domestic territory during a specific period.
  • Domestic Territory: Includes production within India by both Indian- and foreign-owned enterprises.
  • Final Goods & Services: Only final output is counted to avoid double counting of intermediate goods.
  • Measurement: GDP can be estimated using the Production, Income, and Expenditure approaches.
  • Expenditure Formula: GDP = C + I + G + (X − M)
    • C = Consumption; I = Investment; G = Government Expenditure; X = Exports; M = Imports.
  • Nominal GDP: GDP measured at current prices.
  • Real GDP: GDP measured after removing the effect of price changes; commonly used to measure real economic growth.
  • GDP Deflator: Measures the overall price change in domestically produced final goods and services.
  • GDP Growth: The growth rate of real GDP is generally used to assess the economy’s actual expansion or contraction.

Key Issues Raised

  • GDP Estimates Revised: GDP estimates for the years since 2022–23 have been revised downward significantly.
  • ₹43 lakh Crore Reduction: The revised estimates imply that the economy is around ₹43 lakh crore smaller than earlier estimates.
  • Question About the Growth Rate: Critics argue that if the GDP of the previous year (the base year) is revised downward, the current year’s growth rate can appear higher.
  • GDP Deflator: The GDP deflator was reportedly 2.5%, compared with 3.9% retail inflation and 9.4% wholesale inflation, raising concerns about whether the deflator adequately captures price changes across the economy.
