Indian Passport Reforms 2026: Passport Seva Programme, E-Passports & Citizenship Debate

Context: On the 14th Passport Seva Divas (June 24, 2026), the Ministry of External Affairs (MEA) clarified that an Indian passport is strictly a legal travel document to attest nationality abroad, and does not constitute conclusive proof of domestic citizenship or eligibility for sovereign welfare benefits.

Key Documents Recognized as Proof for citizenship in India

  • Birth Certificate: Issued under the Registration of Births and Deaths Act, 1969, which traces parentage or origin
  • Domicile Certificate: Issued by your state government, verifying long-term residency in India
  • Citizenship Certificate: For individuals who acquired citizenship by registration or naturalization, this is the official digital or ink-signed certificate issued by the Ministry of Home Affairs.

Passport & its Reforms in India

A passport is more than a travel document; it serves as proof of identity, facilitates international mobility, supports economic opportunities abroad, and strengthens a country’s global connectivity and security architecture

  • Through digitalisation and e-passports, it is becoming a key instrument of secure and seamless cross-border movement
  • Statutory Foundation: The Passport Seva Divas commemorates the enactment of the Passports Act, 1967. The issuance of passports is a sovereign function managed exclusively under this federal legislation.
  • Legal Distinction of Identity Documents: A passport serves as an international identity/nationality certifier but cannot be treated as final proof of citizenship inside India.

    • This aligns with standard judicial and governmental stances regarding other identity cards such as Aadhaar (strictly a proof of residence) and Voter ID (an authorization for electoral franchise, not a final citizenship certificate).
  • Guiding Administrative Principle: The current digital overhaul operates under the executive vision: “Surakshit Passport, Sugam Seva, Sashakt Nagrik” (Secure Passport, Easy Service, Empowered Citizen), aligning with the broader directive of Minimum Government, Maximum Governance.
  • Technological Architecture (PSP V2.0): India has migrated to the Passport Seva Programme 2.0 (PSP V2.0) domestically and the Global Passport Seva Programme (GPSP V2.0) across its diplomatic missions. Under this phase:
    • E-Passports: Newly issued documents are embedded with a Radio Frequency Identification (RFID) chip and a secure electronic antenna compliant with the standards set by the International Civil Aviation Organisation (ICAO).
    • Data Sovereignty: While Tata Consultancy Services (TCS) serves as the technology and external service provider, all sovereign citizen data is stored exclusively on servers owned and controlled by the MEA.
    • The physical microchips are processed by the India Security Press in Nashik, sourced internationally.
  • Institutional Expansion and Reach: The network has expanded six-fold over the past decade, growing from 77 centers to 545 functional Passport Seva Kendras (PSKs) and Post Office Passport Seva Kendras (POPSKs)
    • The stated administrative target is to establish at least one passport facility in every Lok Sabha constituency by 2027.
  • Global Mobility Alliances: India has institutionalized 27 Migration and Mobility Partnership Agreements with 25 nations (primarily in Europe and the Gulf). 
    • These legal frameworks serve a dual administrative purpose- facilitating legal mobility pathways for professionals/academics and standardizing the return mechanics for undocumented or illegal migrants.
  • Global Access Metrics: Reflecting the upgraded diplomatic leverage of the passport, visa-free access destinations for Indian nationals increased to 27 countries (up from 16 in 2019), alongside 47 Visa-on-Arrival destinations and 66 Electronic Visa (e-visa) extensions.
  • Emigration Security & Welfare Systems: For workers seeking overseas employment, the MEA deploys the eMigrate 2.0 platform to digitize emigration clearances and prevent human trafficking. 
    • This is supplemented by the Indian Community Welfare Fund (ICWF), which funds localized one-stop support and legal counseling centers for distressed Indian nationals in Singapore and Gulf countries.
