Urban Mining in India: Critical Minerals, Circular Economy & Resource Security

Context: Amid rising critical mineral import dependence, geopolitical uncertainties, and the accelerating clean energy transition, urban mining has emerged as a strategic solution to recover valuable materials from urban waste, strengthen resource security, and operationalise the circular economy.

What is Urban Mining?

  • It refers to the recovery of valuable metals and minerals from urban waste streams such as electronic waste (e-waste), construction and demolition (C&D) waste, and end-of-life vehicles (ELVs), transforming waste into a sustainable source of secondary raw materials.
  • Origin: The term ‘Urban Mining’ was coined in the 1980s by Professor Hideo Nanjyo of Tohoku University, Japan.
  • Circular Economy Approach: Urban mining extends the lifecycle of materials through reuse, recycling, and resource recovery, thereby reducing dependence on virgin mineral extraction.
    • A Circular Economy Approach can transform the traditional take–make–dispose model into a reduce–reuse–recycle system, promoting resource efficiency, minimizing waste, enhancing sustainability, and supporting inclusive green growth.

Why is Urban Mining Becoming an Imperative?

  • Rising Critical Mineral Demand: Rapid urbanisation, industrialisation, digitalisation, and the clean energy transition have sharply increased the demand for lithium, cobalt, nickel, copper, graphite, and rare earth elements.
  • Growing Waste Generation: Increasing consumption has led to a surge in e-waste, construction and demolition waste, and end-of-life vehicles, creating large repositories of recoverable materials within cities.
  • Resource Depletion: According to the Global Footprint Network, humanity is currently consuming natural resources at 1.7 times the Earth’s regenerative capacity, underscoring the need for sustainable resource utilisation.
  • Import Dependence: India’s heavy reliance on imported critical minerals exposes the economy to geopolitical risks, price volatility, and global supply chain disruptions.

Major Sources of Urban Ores

  • Electronic Waste (E-Waste): E-waste contains valuable materials such as gold, silver, copper, lithium, cobalt, and rare earth elements, making it one of the richest sources of secondary raw materials.
  • Construction and Demolition (C&D) Waste: C&D waste contains steel, aluminium, copper, wood, and recycled concrete, offering significant opportunities for material recovery in the construction sector.
  • End-of-Life Vehicles (ELVs): ELVs contain recoverable steel, aluminium, copper, and platinum group metals, which can be reintroduced into manufacturing through recycling.

Significance of Urban Mining

  • Economic Significance:
    • Strengthens Resource Security: Urban mining reduces dependence on imported critical minerals by recovering valuable resources already available within the domestic economy.
    • Supports Domestic Manufacturing: It strengthens domestic value chains, promotes local industries, and generates green employment in recycling and resource recovery.
    • Reduces Production Costs: Recovering minerals from secondary sources generally requires lower investment and energy than conventional mining.
  • Environmental Significance:
    • Promotes Circular Economy: Urban mining keeps materials in productive use through reuse, recycling, and resource recovery, reducing waste generation and landfill pressure.
    • Conserves Natural Resources: It reduces dependence on virgin mineral extraction, thereby lowering land degradation, water consumption, and ecological disturbances associated with conventional mining.
    • Reduces Pollution: Scientific recycling minimises soil, water, and air pollution, while reducing exposure to hazardous substances such as lead, mercury, and cadmium.
  • Strategic Significance:
    • Enhances Mineral Security: Urban mining provides an alternative domestic source of critical minerals, improving resilience against global supply chain disruptions.
    • Supports Clean Energy Transition: It ensures a sustainable supply of minerals required for electric vehicles, battery storage, renewable energy systems, and electronics manufacturing.

Urban Mining Potential in India

  • E-Waste Generation: According to the Global E-Waste Monitor, India generated 17.51 lakh metric tonnes of e-waste during 2023–24, making it the third-largest e-waste generator globally.
  • Economic Potential: According to NITI Aayog (2026), India’s annual e-waste has an estimated economic value of around ₹51,000 crore, of which nearly 60% is technically recoverable, while current systems recover only about 18%.
  • Construction and Demolition Waste: India generates nearly 150–500 million tonnes of C&D waste annually, much of which remains unrecycled.
  • End-of-Life Vehicles: According to NITI Aayog (2026), India had nearly 10 million ELVs in 2020, a figure expected to rise to around 50 million by 2030.

India’s Initiatives

  • Battery Waste Management Rules (2022): Introduced Extended Producer Responsibility (EPR) for battery recycling and mandate the gradual use of domestically recycled materials in new batteries from 2027–28 onwards.
  • E-Waste (Management) Rules (2022): Strengthen Extended Producer Responsibility (EPR) by making producers responsible for the scientific collection and recycling of electronic waste.
  • National Critical Mineral Mission (2025): Seeks to strengthen India’s critical mineral security through domestic exploration, recycling, and resource recovery.
  • ₹1,500 Crore Incentive Scheme (2025–26 to 2030–31): Approved under the National Critical Mineral Mission to promote domestic recovery and processing of critical minerals from secondary sources.
  • Environment (Construction and Demolition) Waste Management Rules (2025): Mandate scientific processing and recycling of construction and demolition waste.
  • Environment (End-of-Life Vehicles) Rules (2025): Introduce Extended Producer Responsibility for environmentally sound dismantling and recycling of end-of-life vehicles.

Challenges

  • Inadequate Collection and Segregation: A significant share of urban waste remains uncollected or is processed through the informal sector, limiting efficient resource recovery.
  • Limited Recycling Infrastructure: India lacks adequate advanced recycling technologies and formal processing facilities for critical minerals.
  • Narrow Scope of EPR: Existing EPR obligations cover only a limited number of metals, leaving several critical minerals outside mandatory recovery targets.
  • Institutional Fragmentation: Responsibilities relating to waste management, critical minerals, and industrial policy remain distributed across multiple agencies, affecting coordination.
  • Low Formal Recovery Rates: Informal recycling methods recover only a fraction of valuable materials while causing significant environmental pollution.

Way Forward

  • Strengthen Collection and Recycling Infrastructure: Expand scientific collection, segregation, and advanced recycling facilities for urban waste across the country.
  • Broaden Extended Producer Responsibility: Expand EPR targets to include lithium, cobalt, nickel, graphite, and rare earth elements in addition to conventional metals.
  • Promote Eco-Design: Encourage repairability, recyclability, and resource-efficient product design to improve recovery of valuable materials at the end of product life.
  • Formalise the Informal Sector: Integrate informal waste collectors into the formal recycling ecosystem through training, financial support, and social security.
  • Strengthen Institutional Coordination: Develop a comprehensive Circular Economy Framework integrating waste management, critical mineral security, and industrial policy through better inter-ministerial coordination.
