Context: Recently, the Chief of the Army Staff (COAS) has unveiled the ‘VIJAY’ roadmap, outlining his vision for transforming the Indian Army into a technology-enabled, future-ready and multi-domain force

  • The roadmap aligns with the Defence Minister’s ‘Decade of Transformation’ vision and seeks to prepare the Army for evolving conventional, hybrid and emerging security challenges.

About ‘VIJAY’ Roadmap

VIJAY is the Indian Army’s long-term transformation roadmap aimed at building a modern, agile, technology-driven and self-reliant force capable of operating effectively across multiple domains of warfare.

  • Alignment with National Vision: The roadmap complements the Decade of Transformation (2025–2035) and contributes towards the goal of Viksit Bharat @2047 by strengthening national security and defence preparedness.
  • Key Pillars of the ‘VIJAY’ Roadmap:
    • V – Vigilance:
      • Operational Readiness: Maintain high levels of combat preparedness, border vigilance and rapid response capability against evolving security threats.
      • Border Security: Strengthen surveillance and operational readiness along India’s land borders through advanced technologies and intelligence-driven operations.
    • I – Innovation and Transformation:
      • Technology-Driven Warfare: Accelerate the adoption of Artificial Intelligence (AI), Unmanned Aerial Systems (UAS), robotics, cyber capabilities, space technologies, electronic warfare and autonomous systems.
      • Doctrinal Reforms: Continuously modernise military doctrine, force structure and operational concepts to address the changing character of warfare.
      • Capability Development: Enhance indigenous research, experimentation and rapid induction of emerging technologies into operational service.
    • J – Jointness and Integration:
      • Tri-Service Integration: Strengthen operational synergy among the Army, Navy and Air Force through integrated planning, logistics, intelligence sharing and theatre-level coordination.
      • Whole-of-Nation Approach: Promote closer coordination among the Armed Forces, government agencies, industry, academia, start-ups and civil society to enhance national security.
      • Integrated Theatre Commands: Advance joint operational structures to improve resource optimisation and combat effectiveness.
    • A – Atmanirbharta:
      • Indigenisation of Defence: Promote indigenous defence technologies under the guiding principle of “Winning Our Wars with Indigenous Solutions.”
      • Defence Manufacturing: Encourage domestic defence production through initiatives such as Make in India, iDEX, Innovations for Defence Excellence, Defence Industrial Corridors and strategic partnerships with the private sector.
      • Reducing Import Dependence: Strengthen self-reliance by increasing indigenous procurement, defence exports and domestic R&D.
    • Y – Yodha First:
      • Human-Centric Modernisation: Place the soldier at the centre of military transformation by improving training, professional military education, technological skills and leadership development.
      • Personnel Welfare: Strengthen healthcare, housing, mental well-being, family welfare and career progression of serving personnel.
      • Veteran Support: Enhance welfare measures for veterans, Agniveers and Veer Naris, recognising them as integral stakeholders in national security.

Need for Military Transformation

  • Changing Character of Warfare: Modern conflicts increasingly involve hybrid warfare, cyber attacks, information warfare, space-based operations, electronic warfare and AI-enabled combat systems.
  • Emerging Security Challenges: India faces complex threats from cross-border terrorism, border disputes, grey-zone warfare, drone incursions and evolving regional security dynamics.
  • Technology as Force Multiplier: Integration of advanced technologies improves situational awareness, precision strike capability, decision-making and operational effectiveness.
  • Multi-Domain Operations: Future conflicts require seamless integration across land, air, maritime, cyber, space and electromagnetic domains.

Significance of the VIJAY Roadmap

  • Future-Ready Armed Forces: The roadmap prepares the Army to address both conventional and non-conventional security threats through technological superiority.
  • Strengthening National Security: Enhanced operational readiness improves India’s deterrence capability and safeguards territorial integrity.
