NCM: Challenges, Achievements, and Government Initiatives – (Part 02)

The National Commission for Minorities (NCM) plays a crucial role in protecting the rights and interests of minority communities in India. Established in 1993, it addresses various socio-economic issues faced by religious and linguistic minorities. The Commission works to advocate for these communities and ensure that their voices are heard. Through its initiatives, it aims to promote equality, inclusivity, and national integration in a diverse society.

National Commission for Minorities in India

  • Limited Enforcement Powers: The NCM’s recommendations are not binding on the government, which limits its ability to ensure the implementation of its suggestions and address grievances effectively.
  • Resource Constraints: The Commission often faces budgetary constraints, which can limit its capacity to carry out in-depth studies, research, and investigations, as well as the dissemination of its recommendations.
    • The government has slashed the Budgetary allocation of the Ministry of Minority Affairs for the 2023-24 fiscal by 38 percent from the previous year. 
    • The Budget estimate has come down from Rs. 5,020.50 crore in 2022-23 to Rs. 3,097 crore.
  • Bureaucratic Hurdles:  The NCM proposed streamlining the process for disbursing scholarships to minority students. 
    • Despite the recommendation, bureaucratic delays continued to hamper the timely disbursement of these scholarships, affecting the beneficiaries.
  • Complexity of Minority Issues: Addressing the diverse and complex issues faced by different minority communities in India can be a daunting challenge. 
    • Crafting solutions that cater to the unique needs of each group can be intricate and time-consuming.
    • Designing a comprehensive healthcare policy that accommodates the unique health challenges faced by various minority groups, such as the Jain community’s dietary requirements, proved to be a complex and time-consuming endeavor.
  • Political Interference: The Commission can sometimes face political pressures that affect its independence and decision-making. Political considerations may influence the handling of sensitive issues.
  • Inter-Community Conflicts: The NCM may find it challenging to mediate in situations involving conflicts or tensions between different minority groups, as addressing one community’s concerns may be seen as neglecting others.
    • The NCM was called upon to mediate in a situation where there were conflicts between different minority groups over access to educational resources
    • Addressing the concerns of one group was perceived as sidelining the others, making conflict resolution a challenging task.
  • Lack of Legal Awareness: Many individuals from minority communities may not have a comprehensive understanding of their legal rights, which can result in underutilization of the NCM’s services. 

Achievements of the Commission

  • Safeguarding Minority Rights: The NCM has played a vital role in safeguarding the rights and interests of religious and linguistic minority communities in India. 
    • It has worked to ensure that the constitutional safeguards provided for these communities are upheld and respected.
  • Advocating for Minorities: The NCM has consistently advocated for the linguistic rights of minority communities. 
    • It engaged with the government to address concerns related to the preservation and promotion of languages spoken by linguistic minorities, leading to policy initiatives for language preservation.
  • Conflict Resolution: The NCM has been involved in mediating and resolving conflicts and tensions between different minority groups. 
    • Its efforts have helped in maintaining communal harmony and preventing inter-community conflicts. 
    • Example: The NCM organises periodic interfaith dialogues and conferences to promote understanding and tolerance between different religious communities. 
  • Empowering Minority Communities: The Commission has worked to empower minority communities by advocating for their rights, providing them with a platform to voice their concerns, and helping them access government programs and services
    • Example: In 2018, the NCM intervened in a case where a Christian school was denied permission to open a new branch. The NCM persuaded the government to grant the school permission.
  • Data and Research: The NCM conducts studies, research, and analysis related to the socio-economic and educational development of minorities. 
    • Example: A study on the socio-economic status of the Parsi Community and a Report on the occupational status of Dakhini Sikhs
  • Annual Reports: The NCM’s annual reports have highlighted issues related to religious and linguistic minorities, such as the inclusion of minorities in educational programs. 
    • These reports have influenced policy changes, resulting in increased representation of minority students in educational institutions.
  • Promoting National Integration: By advocating for the rights of minority communities and ensuring that they are not marginalized, the NCM contributes to the broader goal of promoting national integration and unity in a diverse and pluralistic society.

Various schemes for minorities

  • Prime Minister’s New 15-Point Programme: This program was launched to provide a focused approach to the development of minority communities. It encompasses a wide range of initiatives, including scholarships, skill development, and infrastructure development in minority-concentrated areas.
  • Pre-Matric and Post-Matric Scholarships: These scholarships are offered to students belonging to minority communities to encourage them to pursue education at the school and college levels. These scholarships cover tuition fees, maintenance allowances, and other educational expenses.
  • Nai Roshni: This scheme aims to empower women from minority communities by providing leadership training and skill development programs. It focuses on their social and economic upliftment.
  • Usttad Scheme: The USTTAD (Upgrading the Skills and Training in Traditional Arts/Crafts for Development) scheme is designed to promote and preserve traditional crafts and arts among minority communities. It provides training and skill development opportunities.
  • Seekho Aur Kamao (Learn & Earn) Scheme: This scheme is aimed at providing employment-oriented training to youth from minority communities. It focuses on skill development and enhancing employability.
  • Maulana Azad National Fellowship (MANF): MANF is a fellowship program for minority students pursuing M.Phil and Ph.D. degrees. It offers financial support to minority students to encourage them to pursue higher education.
  • Multi-sectoral Development Programme (MsDP): This program is focused on the development of minority-concentrated areas. It includes various components such as education, healthcare, skill development, and infrastructure development.
  • Naya Savera: Naya Savera is a skill development program for youth from minority communities. It offers training in various sectors to enhance employment opportunities 
  • Minority Concentration Districts (MCD) Plan: The MCD Plan aims to provide focused development in districts with a significant minority population. It includes various development projects and initiatives.
  • Begum Hazrat Mahal National Scholarship: This scholarship program is for meritorious girl students from minority communities. It provides financial support to pursue higher education.

  • Provides recommendations on the protection of the rights and interests of minorities in India, as well as addressing specific issues faced by different minority communities.
Sachar Committee 2005
  • Highlighted socio-economic disparities among Muslims in India. 
  • Increase the allocation of funds for minority welfare schemes. 
  • Implement a special scholarship scheme for minority students. 
  • Provide more representation for minorities in government jobs
  • Take steps to improve the educational infrastructure in minority-dominated areas.
Ranganath Misra Commission 2006
  • Recommended 10% reservation for religious and linguistic minorities, including Muslims, Christians, Sikhs, Buddhists, and Jains, in education and government jobs.
  • Promote interfaith dialogue and understanding between Muslims and other communities.
Kundu Committee 2014
  • Focused on the development of minority-concentrated districts and recommended specific measures for their development.

Conclusion

Despite facing constraints like limited enforcement powers and resource challenges, the NCM has made significant strides in advocating for minority rights, resolving conflicts, and promoting national integration
